Okay I've fixed the problem. I tried all three browsers (IE, Firefox and Chrome) and none of them worked. I tried IE on another computer and that failed the same way also.
But then I "Logged Out" of Webmaster Tools, then logged back in again, then deleted the saved text of my site's URL, and repasted only the "xyz123.com" text of the URL, and left-off the preface "www.http...." part. That might have been the problem. Maybe there was a hidden character in the URL, or there was a duplicate "http" text which was causing the failure. It might have been stored in bing.com, which is why the verification failed from another computer also.
Either way, that was the fix for me. 1) Log out of bing.com 2) Log back in using the "Windows LIve" ID, 3) Delete the saved text of the URL to be verified and 4) Paste just the name of the site (xyz123.com), leaving off all the preface information.
In case this helps someone else. If it does, I'd like to know about it.
I could not reproduce this on our end. Clicking the download link for BingSiteAuth.xml prompts me to download the file. Please do try downloading it from another computer as I suspect that your security settings is preventing it from being downloaded.
I have tried to download the file from another computer, which also FAILS.
I can "Export" the file as a .csv file, but placing it in the root of my website does not allow Bing Validation.
Do I need to convert the .csv to .xml?
Any ideas on why/how this is happening?
