I have been working since several months to gain a higher position in the main search engines for my new website.
I have to say I am quite happy with the results in Google. Unfortunately I can’t say the same for Bing where my best position is 86 (page 8)!!
The questions are:
Applies the same SEO criteria for GOOGLE than for BING?
Should I run a parallel optimization just focused in BING?

The principles of good SEO which Google has in their basic SEO guide are applicable to all search engines. Design a good clean, clear, validated website, with lots of one-way linkbacks.
For Bing specifically, there are a few other things that can help which includes linkbacks containing keywords and webpages containing keywords. Also ensure that you have correct meta-tags in your page headers and Bing relies on these more than Google does.

I'm affraid that Bing is not Google. You need good content and highly regarded incoming links and this will add up to higher listings.
I think Bing is actually shaping up to be a search engine that stands for good content ... and who can argue with this ?

I have to agree with LAM09. The basic principles of search engine optimization are the same for every search engine. Write quality content, and get quality links to your site, and you will see your rankings rise in bing.
