I'm having this same issue with my site New Zealand based web design company that I've tried to optimize for the key words Wellington Web Design. It's doing great in Bing - 2nd place. but Google placed it on page 15+ :( I'm hoping that mine is a time related isse - that in time my Google rank will come up.

For the most part you've got it... But another key, critical factor is quality inbound links. As far as Bing clashing with Google, I have not experienced any. As a matter of fact, I took the same approach to rank high in Bing as I did to rank high in Google. And I disagree with just targeting 2 keywords seeing that you need to rotate your anchor text a little so your site won't be penalized for using the same anchor text (for Google anyways). Plus you'll rank for a few more keywords...

I think quality of content may play a leading role in coming days. Google its changing its algo based on the quality of the link. However, the importance of links has not lost altogether.
