Yes, increasing back links is not important task in SEO,  on page optimization place a major role in SEO. Adding unique content, internal linking, meta tags, text links these all are place a role in SERPs. Off page optimization is also important task in SEO.

From an Overall SEO Perspective its not only the backlinks but its the combination of both onpage and off page factors which contribute the rankings in SEO. Also back links play a role but not as much as Content, anchor links of that of the off page.
