Coimbatore Corporation has issued notice to the Coimbatore Integrated Waste Management Company Private Limited, the company that manages waste at the Vellalore yard, for violation of contractual obligations.
According to Corporation Commissioner S. Ganesh, the company had not given the bank performance guarantee and advance bank guarantee totalling Rs. 4.95 crore, which was a violation of contract, for which it ought to be served notice.
He had issued the notice a few days ago after perusing the files related to the solid waste management contract.
This apart, the Corporation had issued another notice to the company for not processing waste in the Vellalore yard, as promised.
One of the parameters for efficient processing of solid waste was that the company had to produce 20 tonne compost for every 100 tonne waste processed but it produced only five tonne, Mr. Ganesh said. This meant that the company operated only at 25 per cent efficiency.
Plus, the efficiency of its operations at transit stations was not optimum in that the operation of loading waste onto hook loader bins that ought to take not more than 20 minutes took more than an hour resulting in vehicles piling up at the stations in Ganapathy, Peelamedu and Ukkadam. The delay had a cascading effect on transportation of waste.
The company on its part said that it was supposed to use 62 hook loader bins but that was only for four transit stations. At present, it used only 42 bins, which were sufficient for the three transit stations that functioned.
Meanwhile, civic activist J. Daniel from Vellalore had written to the Commissioner asking for action against Corporation officials and the Coimbatore Integrated Waste Management company Private Limited for poor implementation of the solid waste management scheme.
His contention was that it had to come to light from replies to Right To Information Act queries that the civic body had since 2011 spent Rs. 53.44 crore on solid waste management.
But in Vellalore, the company had dumped waste without segregation. This went onto show that the money was ill spent. To bring in accountability, the Commissioner must act against the officials and company.
