Vince Li granted unsupervised trips to Winnipeg

WINNIPEG — The man who beheaded Tim McLean aboard a Greyhound bus in 2008 has been granted unsupervised trips in Winnipeg.

The Criminal Code Review Board granted the order Friday. Li is now permitted trips to the City of Winnipeg for a full day at a time, as well as to Selkirk and surrounding areas including Lockport and the beaches.

“The review board makes these decisions based on the criminal code and the evidence we receive. The first element in our decisions is that we have to be protective of the public, in fact that’s the primary consideration under the criminal code now,” said John Stephaniuk, Chair of the Criminal Code Review Board.

Li was before the Manitoba Criminal Code Review Board Monday afternoon where the board was asked to consider the unsupervised trips.

The news doesn’t sit well with McLean’s family. “I don’t think freedom should be an option,” Carol Dedelly told Global News Friday. “I think Portage La Prairie will be seeing a lot more of me.”

“It is unacceptable that dangerous and violent offenders are released into our communities, when they pose a threat to society. We made changes to the Not Criminally Responsible Act to ensure that dangerous offenders at risk of re-offending are kept behind bars, where they belong,” ‎MP for Saint Boniface Shelly Glover said in a statement released late Friday evening.

Vince Li was found not criminally responsible for the killing of Tim McLean near Portage la Prairie, Man., and has since been part of annual reviews that decide whether he should be allowed new freedoms. Li has been living at the Selkirk Mental Health Centre.
