HYDERABAD: Senior IPS officer R K Meena is in trouble, with the Telangana government raising objections to the officer occupying government accommodation without their permission. Meena, a 1995 batch IPS officer, is currently Inspector-General of Police (IGP), AP Battalions, and is posted in Hyderabad.
The IPS officer, who was on central deputation till July 2014, returned to Andhra Pradesh and sought government accommodation (quarter no: T-4/5, Godavari Tower, Kundanbagh).

Except the ministers' quarters in the city, no other government quarters are bifurcated between the two states. As a result, all government quarters, including those occupied by All India Service (AIS) officers and other government employees, fall under the Telangana government.
On his return, the IPS officer, instead of placing a requisition before the general administration department (GAD)-Accom, Telangana, for the government quarter, directly approached special chief secretary (Accom), Andhra Pradesh, Lingaraju Panigrahi. Based on the request, the Andhra Pradesh government allotted the government quarter at Kundanbagh and accordingly issued orders (GO RT No: 4027 dated 11/12/2014 (GAD-Accom) in the name of R K Meena. He also took up repairs by spending Rs 4 lakh.

On learning about the GO, Telangana chief secretary Rajiv Sharma sent an official communiqué (Govt Ltr no 5543/Accom.A/2014 Dated 12/12/2014) to his AP counterpart IYR Krishna Rao, asking him to cancel the GO allotting the quarter to R K Meena,

As the AP government did not respond to the Telangana government's communication, Rajiv Sharma on February 24, 2015 directed GAD-Accommodation, Telangana to take possession of the quarter and submit a report on the status of the building. Based on his orders, the Estate Office (EO), Hyderabad, conducted an enquiry (panchanama) with a deputy tehasildar on March 9, and submitted the report stating that "the IPS officer had occupied the government quarter without obtaining possession memo."
After receiving the report, the Telangana government immediately asked the Estate Office through a memo (5543 dated 20/03/2015) to take action against the officer taking possession of the government quarter. The government also asked the EO to instruct the executive engineer, roads & buildings (R&B), Telangana, who is the owner and custodian of the government property, to lodged a 'Trespass' case under section 442 of the Indian Penal Code (IPC) with the police station concerned against the official.
"We approached the Punjagutta police two days ago and lodged a complaint against the occupant, who unauthorizedly occupied the government quarter. However, they contacted their higher-ups on whether to register a case or not against the AP top cop. However, R K Meena got wind of the complaint and informed the Punjagutta police that he will vacate the quarter soon," executive engineer, R&B, Telangana, Ashok said.
"We will wait for another couple of days. In case, the officer does not vacate the government quarter, we will approach the police again," the official added.
