UP govt gives in, appoints new DGP

Arvind Kumar Jain was appointed as the DGP with only two months left for his retirement.

The Uttar Pradesh government on Saturday appointed Arvind Kumar Jain as the Director General of Police (DGP) with only two months left until his retirement date. The appointment comes after the Ministry of Home Affairs did not accept the state government’s proposal to extend outgoing DGP Arun Kumar Gupta’s service tenure for another three months. Significantly, Gupta himself was appointed (on January 1) with only one month left in his retirement from the service, which ended on Saturday.

As per the records, Jain, a 1979-batch IPS officer, is due to retire in March.

Earlier, in its proposal to the Centre, the state government had cited too many claimants for the post as the reason behind its request for the extension of Gupta’s tenure, pointing out that it will take time to select the next DGP. At present, there are 12 DG-rank officers, including Jain, in the state police.

Speaking to reporters after assuming the charge on Saturday evening, Jain said his priority would be to ensure strict action against criminals and that no innocent person is framed in any case. He added that controlling terrorism, naxalism and communal tension would be his top priorities.

Jain, who was until now posted as Director General, Police Training Headquarters in Lucknow, was considered close to previous BSP government and had served on significant posts like Inspector General (IG) of Lucknow Zone and Anti-Terror Squad (ATS), Additional DG, Law & Order (West) and later as Additional DG, Government Railway Police.

Festive offer

He, however, was shunted to Police Training Academy in Moradabad soon after the Samajwadi Party came to power in 2012. He had been posted in Moradabad till he was promoted to the post of DG and posted at Police Training Headquarters.

A native of Saharanpur, Jain had been posted as IG, Lucknow Zone, during the Mayawati government’s regime between May 2002 and August 2003, but was transferred to Economic Offences Wing after Mulayam Singh Yadav took charge as the chief minister. He remained posted there as IG until BSP won the 2007 assembly elections with majority and formed the government.
