The U.S. government’s shrinking defense budget is providing incentive for mergers as contractors feel the pinch.

Already, military-radio maker Harris Corp. said last week it’s buying Exelis Inc., a maker of surveillance equipment, for $4.75 billion. And Orbital Sciences Corp. is set to close its merger with Alliant Techsystems Inc.’s aerospace and defense business on Tuesday. Now Motorola Solutions Inc., the $16 billion manufacturer of two-way radios, is exploring a sale as its earnings stagnate.
