Kidnapping, other charges placed against Oak Ridge man

A 23-year-old Oak Ridge man remained in the Anderson County jail on Thursday after being charged with two counts of kidnapping and other charges stemming from a Jan. 14 incident on Knoll Lane in Oak Ridge.

Court documents filed by the Oak Ridge Police Department state that Justin Williams, of 153 Hillside Road, allegedly broke a kitchen window to his ex-girlfriend's home on Knoll Lane on Wednesday, Jan. 14. Once inside the residence, the documents say that Williams went upstairs armed with a five-inch kitchen knife.

Williams reportedly confronted his ex-girlfriend in the hallway. According to the court documents, the ex-girlfriend was in the process of making a 911 call on her cell phone. Williams allegedly took the phone and ended the call before his ex-girlfriend could call for help.

Williams reportedly pushed his ex-girlfriend to the floor and turned his attention to the adult male occupant of the residence and ordered him from the residence. The adult male reportedly fled the house in fear that Williams might assault him with the knife. Williams later threw the knife at the adult male in the parking lot, according to the documents.

After reportedly confronting the two adults, Williams allegedly took his 2- and 3-year-old daughters from their beds and put them in his vehicle, which was in the parking lot of the apartment complex.

Williams had reportedly lived with his ex-girlfriend and their two daughters in the Knoll Lane apartment until four days before the Jan. 14 incident when he moved out because of a break-up. Court documents state the ex-girlfriend has sole custody of the children.

Once everyone was outside in the parking lot, Williams allegedly assaulted his ex-girlfriend once again while taking her keys to access the child seats for the children.

At some point during this struggle, the ex-girlfriend received a cut to her right big toe.

After the confrontation over the car seats, Williams reportedly abandoned his attempt to take the children and fled the apartment complex. In the process, he allegedly stole his ex-girlfriend’s keys and pepper spray container.

Williams was later arrested and booked into the Anderson County jail on two counts of especially aggravated kidnapping, one count each of aggravated assault, aggravated burglary, aggravated domestic assault, interferring with a 911 call, and theft under $500.

Williams remained in the jail Thursday on a total of $231,000 bond.

He was also charged with domestic assault in November 2013 and violation of a condition of release in December 2013, according to the jail's website.
