22:03   India wins re-election to UN Human Rights Council
India today got re-elected to the UN's main human rights body for the period of 2015-17. 

India is currently a member of the 47-nation UN Human Rights Council and its term will end on December 31, 2014. 

It was seeking re-election to the UN body, the elections for which were held today during the ongoing 69th session of the UN General Assembly. 

India was competing in the Asia group in which four seats were up for election. The other countries in the Asia group competing in the election were Bangladesh, Qatar, Thailand and Indonesia. 

"The support of member states for India's candidature in the Human Rights Council elections would be greatly appreciated," a note from the Indian mission had said last month.

The Council members are elected for a period of three years by the majority of members of the General Assembly through direct and secret ballot. 

They have the ability to discuss all thematic human rights issues and situations that require its attention throughout the year. 

Last year, the General Assembly had elected 14 countries, including China, Saudi Arabia and Russia to serve on the Council.

According to the Council website, the General Assembly takes into account the candidate states' contribution to the promotion and protection of human rights, as well as their voluntary pledges and commitments in this regard.

While members of the Council serve for a period of three years, they are not eligible for immediate re-election after serving two consecutive terms. The Council's membership is based on equitable geographical distribution, with 13 seats each for African and Asia-Pacific states, eight seats for Latin American and Caribbean states, seven for Western European and other states and six for Eastern European states.

21:08   Fire at cracker market in Faridabad, over 230 shops gutted
Over 230 shops were gutted when a major fire broke out at a Diwali cracker market in Dusherra Ground in Faridabad this evening, fire department officials said.

Though there was no immediate report of any casualty, officials feared that crackers worth lakhs of rupees have been damaged in the blaze. 

Eyewitnesses said the fire might have been triggered by an electrical short-circuit.

A spokesman of the fire department said several fire tenders are engaged in dousing the flames.

The cracker market is organised every year during Diwali in this locality on the outskirts of the national capital.

21:05   Dhanteras rush slows down traffic on Delhi roads
Traffic flow remained heavy on almost all arterial roads in the national capital today as shoppers thronged popular bazaars to celebrate Dhanteras. 

Although commuters complained of snarls in various parts of the city, Delhi Traffic Police claimed that vehicular movement was reported to have been heavy in various parts of the city but they did not receive any calls of any major traffic jams.

"Traffic remained heavy on NH 8, Akshardham, Lajpat Nagar, South Extension, Sadar Bazaar and around other key market places in the city but there were no call of any traffic jam from anywhere," said an official of the traffic control room.

Police also said that as they had deployed extra manpower on roads leading to markets in south and central Delhi, the traffic situation remained somewhat under control. 

However, commuters had a different story to tell. 

"There were traffic snarls in various parts of the city. In the evening, it took me at least half an hour to cross the Connaught Place circle," said Dhananjay Ghosh, a private bank employee.

19:48   Jet, SpiceJet start another fare war
Jet Airways and SpiceJet today launched yet another fare war in the domestic market ahead of Diwali, announcing limited-period one-way all-inclusive economy fares starting Rs 899. 

Both airlines said the low-priced tickets were on offer for travel between November one and December 15. While SpiceJet's sale began today and would be on till October 26, Jet's offer would start tomorrow and last till that date. 

Travel industry sources expected more airlines to join the competition shortly. AirAsia India had begun such a sale with fares at Rs 999 earlier this week. 

For no-frills SpiceJet, the all-in fares starting at Rs 899 were available for short distance travel between sectors like Bangalore-Chennai-Kochi. While on Bangalore-Goa sector, a one-way ticket price would start at Rs 1,599, for the rest of India, the starting fare would be Rs 2,499.

Maintaining that the low fares were on offer for all its direct domestic flights, a Jet statement said the offer was not applicable on group bookings and available on first come, first serve basis.

The overall airfares for advance bookings have remained on the lower side even during the peak holiday season, which has been a welcome change for passengers, with travel portals and agents anticipating that SpiceJet's move would be followed up by other competing airlines. 

In his reaction, travel portal Yatra.com President Sharat Dhall said the latest offer from SpiceJet would attract travellers to make early winter season bookings.

India has emerged as the top destination for origination of distributed denial of service (DDoS) cyber attacks, accounting for 26 per cent of such attacks on gaming, software and media sectors, security solutions firm Symantec today said.

Cyber criminals use DDoS attacks to disrupt sites by bombarding them with traffic from multiple sources, resulting in online service becoming unavailable for a period of time. 

Other countries in the list include the US (17 per cent), Singapore, Vietnam and China.

"The sources for DoS attacks are often countries that have a high number of bot infected machines and a low adoption rate of filtering of spoofed packets," Symantec India Director Technology Sales Tarun Kaura told PTI.

He explained further this does not mean that people behind the attack are located in India since the attacks are often orchestrated remotely. 

"However, it is a reflection of India emerging as a hotbed to launch these attacks, potentially because of the low cyber security awareness, lack of adequate security practices and infrastructure," he said. 

Symantec's report includes global data collected between January to August this year. 

The report found that DDoS services are available for hire for less than USD 5 (Rs 300) to perform the attacks for a few minutes against any target.

In a video posted by the Islamic State group today, an elderly Syrian is shown to have taken part in stoning his daughter to death for alleged adultery. The Syrian Observatory for Human Rights said the execution took place in August or September in an IS-controlled rural area in the east of the central province of Hama.  

It was the latest in spate of videotaped executions that the jihadists have posted on social media as they impose their extreme version of Islamic sharia law across a swathe of Syria and neighbouring Iraq.

Russian and French experts were investigating today a plane crash at a Moscow airport which killed the CEO of French oil giant Total, Christophe de Margerie, whose private jet struck a snowplough on takeoff. 

Russian investigators said the driver of the snow-clearing machine was drunk and that his actions, along with "an error by air traffic controllers", appeared to have led to the crash -- a claim disputed by the driver's lawyer.

Amid the continuing stand-off with the Shiv Sena, the BJP's Maharashtra Assembly poll in-charge Om Mathur today said his party was the new "big brother" in the state and others should not think themselves as bigger when "the people's verdict is otherwise".

"The people of Maharashtra have given us the mandate (to form government). A person or political party cannot think of themselves as bigger when the people's verdict is otherwise. In the current situation, we are the big brother," he said.

Rubbishing media reports of Sena Chief Uddhav Thackeray having demanded deputy chief minister's post and key portfolios like Home, Finance, Irrigation and PWD as a precondition for reuniting with BJP, Mathur said, "It is a figment of media's imagination."

"It is true that Uddhav Thackeray called up the Prime Minister and (BJP president) Amit Shah. He had called me as well. But it was just a courtesy call to congratulate us on our win. All these reports of him demanding ministries are completely baseless and bear no truth," he said.

When asked if BJP will accept NCP's offer of support to form the next government, Mathur said a decision will be taken by the Central Parliamentary board.

"We have won handsomely and, since we are short of just a few seats, it is usual for parties to come forward and extend us their support. But it is the Parliamentary Board of our party which will take a final call," Mathur said.

JUST IN: India hockey coach Terry Walsh decides to step down, cites bureaucratic hurdles and personal issues for the move. Walsh led India to an Asian Games gold this year and an Olympic Games qualifier as well.

Walsh, who worked as Technical Director with USA field Hockey from 2005-2012, pursued his coaching career in 1990 where he worked as head coach of the Malaysian national hockey team till 1994.

Jammu and Kashmir CM Omar Abdullah, whose party the National Conference is in favour of delaying the elections in the state, said it was the decision for the Election Commission to take.

"I do not have to take a decision on the elections. It has to be decided by the EC. They came here, had discussions at official level and talked to various political parties and perhaps they will announce their decision in the coming few days.

In other news: Jammu and Kashmir Chief Minister Omar Abdullah today said BJP's win in Haryana and Maharashtra would have some effect on the assembly elections in the state, but maintained that the influence would not be as much as previously expected.

"While obviously, the BJP will have some effect in Jammu and Kashmir, I don't think it will be as much as previously expected," Omar said.

The chief minister said though BJP did well in the elections in the two states, the results were not upto their expectations.

The Chief Minister said, "Yes, they (BJP) have done well, but not nearly as well as they had expected. If you compare BJP's Parliament results in Haryana and BJP-Shiv Sena results in Parliament (polls) till now, they haven't translated Parliament results into Assembly results in those states."

A case has been registered against those waving ISIS flags, says Jammu and Kashmir CM Omar Abdullah. He adds that till now no terror links have been found, but an inquiry will reveal the details.

A protester had been seen waving the flag of the terrorist organisation Islamic State of Iraq and Syria (ISIS) last week after Eid prayers. In July too, ISIS flags had been seen in the Valley.

Speaking to reporters in Delhi on October 14, Omar had said, "You have to understand that no ISIS group has been identified so far in the Valley. The flag... was waved by some idiots, which does not mean that ISIS has any presence in Kashmir. The Maharashtra Assembly elections witnessed a surge in number of people going for None Of the Above (NOTA) option in Mumbai, as against the total number of NOTA votes cast in the 2014 Lok Sabha polls.

In a total of 36 Assembly seats in Mumbai, 65,735 people chose to reject all the candidates in their constituencies, while 52,952 people in all opted for NOTA in the general elections held in April-May.

The number of voters who pressed the NOTA option across Maharashtra were more than the votes cast for smaller parties like Communist Party of India (Marxist), Samajwadi Party, Swabhimani Shetkari Paksha, Rashtriya Samaj Paksha and others in the Assembly polls.

A woman, who was set on fire in a train, has died of her injuries. It is believed the woman was travelling on a train in Kerala's Kannur district, when she was set on fire in an empty compartment on Monday.

She was admitted to a hospital in Kozhikode with serious burn injuries, but died today. A case has been registered but no arrests have been made as yet. Details are awaited.

11:22   Possibility of terror strike cannot be ruled out: Rajnath
The possibility of a terror attack in the country cannot be ruled out, Home Minister Rajnath Singh said today. "We cannot ignore terror activities. Hence alerts are issued," he told reporters on the sidelines of a function in New Delhi.

Singh was replying to a question on whether there is a possibility of a terror attack during the festival season. Asked about the advisory issued by the Home Ministry telling all states to ensure security in places of worship and communally sensitive places during festival season, the Home Minister said such advisories are being issued regularly on the basis of the information receive by the government.

Hitting out at NCP's decision to extend outside support to the BJP in Maharashtra, the Shiv Sena today charged that the offer made by the Sharad Pawar-led outfit is to ensure that its "scam-tainted" leaders enjoy full protection.

"Until yesterday, BJP was a communal force and was mocked to be a party full of half pant wearing individuals by the NCP. They insulted Hindutva by mocking the Sangh's diktat of wearing half pants. Are they now really concerned about providing stability to Maharashtra? They only want to ensure that their corruption is not brought out in front of people," the Sena said in an editorial in its mouthpiece 'Saamana'.

Terming NCP leader Praful Patel as an opportunist, Sena said his party doesn't even qualify to have an opposition leader.

Union Commerce and Industries Minister Nirmala Sitharaman said there was no inquiry into complaints against e-commerce giant Flipkart of predatory pricing of goods and unfair trade practices during its recent 'Big Billion Day' sale.

"I would like to state that no enquiry has been planned or proposed on the e-retailer on the concerns raised by customers on the big billion day sale," she told reporters.

On October 8, Sitharaman had said that the Centre would look into complaints of predatory prices on goods sold by Flipkart after allegations of unfair trade practices were levelled against it during the discount sale on October 6.

Extending gains for the third straight day, the benchmark BSE Sensex rose over 74 points in early trade today on sustained buying by funds and investors after the government stepped up economic reforms amidst a mixed trend on other Asian bourses.

The 30-share index, which had gained 430.51 points in past two sessions, rose further by 74.19 points, or 0.28 per cent, to 26,504.04 with stocks of consumer durables, metals, power, banking, IT and healthcare sectors moving up.

The National Stock Exchange index Nifty also moved up by 21.80 points, or 0.28 per cent, to 7,901.20.

NDTV reports: Fourteen women and three men have died in the fire that broke out at a firecracker factory in Andhra Pradesh yesterday, three days before the Diwali festival.

Six people died of severe burn injuries in hospital this morning. The police say two more women are missing since the fire.

09:04   Rajnath to visit Mumbai after Diwali
Home Minister Rajnath Singh who has been appointed as a BJP observer to oversee government formation in Maharashtra said today that he will visit Mumbai after Diwali.

Singh and senior leader J P Nadda will decided who will lead the BJP government in the state.

The BJP has secured 122 seats in the 288-member assembly, well short of absolute majority. The NCP has offered outside support, but the party is yet to take a call on it. Former ally Shiv Sena has said it is waiting for the BJP to make the first move towards a possible reconciliation.

08:57   Negotiations on with Boko Haram to free Nigerian girls
The US has said that negotiations are ongoing for the release of some 200 Nigerian girls held hostage by Boko Haram militants, who have reached a "ceasefire" deal with that country in this regard.   

"We can confirm reports that a ceasefire has been announced, appears to have been put into place," State Department Deputy Spokesperson Marie Harf, told reporters.   

"We would welcome that ceasefire, call on all parties both to implement and maintain such a ceasefire, and hope that such a ceasefire would herald the return of peace to the northeast. This is a region that has had far too little of that," she said.   

"It's our understanding that negotiations about a deal to release the girls continue," Harf said when asked about the negotiations between Boko Haram and Nigeria on their release.   

The Nigerian government had earlier said that more than 200 girls abducted by Boko Haram in April are to be released, after it signed a ceasefire agreement with the militant group.

BBC reports: American fashion designer Oscar de la Renta, who dressed former first ladies Jackie Kennedy and Hillary Clinton, has died aged 82, US media reports.

De La Renta, who most recently designed Amal Clooney's wedding dress, was diagnosed with cancer in 2006.

08:32   Shiv Sena slams NCP for BJP offer
In its editorial mouthpiece Saamna, the Shiv Sena today hit out at the Nationalist Congress Party for offering support to the Bharatiya Janata Party in Maharashtra after the counting for the assembly polls on Sunday.

"Not unusual that the NCP would resort to such opportunism," the editorial said.

The BJP has emerged as the largest party in the 288-member assembly with 122 seats. However, it is still 22 seats short of the magic figure of 145.

The Shiv Sena has won 63, the NCP has 41 and the Congress 42.

On Monday, the stand-off between former allies BJP and Shiv Sena, whose coming together will obviate the need for an outside support from NCP, continued even after Uddhav Thackeray's phone call to Prime Minister Narendra Modi and BJP Chief Amit Shah on Sunday to congratulate them on the party's electoral triumph in Maharashtra and Haryana.

01:24   Oscar Pistorius to finally learn his sentence
Oscar Pistorius will finally learn his fate on Tuesday when a judge is expected to announce the Olympic runner's sentence for killing girlfriend Reeva Steenkamp.

Pistorius could be sentenced to years in prison, or he could be given a suspended sentence and a fine and receive no jail time for shooting Steenkamp multiple times through a toilet cubicle door in his home.

More than seven months after Pistorius' trial started, Judge Thokozile Masipa will announce what punishment she has decided on after finding him guilty of culpable homicide, which is comparable to manslaughter, but acquitting him of murder.

Prosecutors have demanded at least 10 years in prison for the double-amputee athlete. His defence lawyers have suggested that three years of correctional supervision, with periods of house arrest and community service, would be appropriate. 

Pistorius testified during his murder trial that he mistook Steenkamp for a dangerous nighttime intruder about to come out of the cubicle and attack him when he shot four times through the door with his 9 mm pistol. 

Judge Masipa last month ruled that Pistorius did not intend to kill Steenkamp, but he acted negligently and with excessive force in the Valentine's Day 2013 killing. 

He was also convicted of unlawfully firing a gun in a restaurant weeks before Steenkamp's death. That normally carries a fine for a first offense, but has a maximum of five years in prison.

01:22   Swedish navy hunts for mystery submarine
The Swedish navy stepped up its hunt today for a suspected foreign submarine in its waters with fingers pointing at Moscow in a throwback to the Cold War.

Swedish soldiers and sailors were scouring the sea southeast of the capital Stockholm in the biggest operation of its kind for years, while the public was warned for the first time to keep a distance and airspace restrictions were enforced.

The mystery around the alleged incursion thickened today, with Russia and the Netherlands denying that the vessel was theirs as tensions in Baltic rise over the crisis in Ukraine. 

"There's an increase in military exercises from both the Russian and the NATO side," Prime Minister Stefan Loefven said, speaking at a press conference in Helsinki. 

In one of two airspace violations in September, two Russian SU-24 fighter-bombers allegedly entered Swedish airspace in what Foreign Minister Carl Bildt at the time called "the most serious aerial incursion by the Russians" in almost a decade.

The Baltic Sea, an area of immense strategic importance, saw intense naval manoeuvring throughout the Cold War years, with the Soviet Navy paying particular attention to neutral Sweden's long, rugged coastline. 

In the most widely known incident of that era, a Soviet submarine ran aground in 1981 near the major naval base of Karlskrona, and was only allowed to leave after a lengthy, humiliating wait.

Even after the breakup of the Soviet Union, Sweden has continued to keep a close eye on vessels believed to be foreign submarines.

A US drone crash-landed at Niger's main airport for unknown reasons today, the US army said, forcing the closure of the runway for several hours. 

The "hard landing" of the unarmed MQ-9 Reaper aircraft damaged the runway at Diori Hamani International airport in the Niger capital Niamey, but no injuries were reported, according to a statement from the US Air Forces in Europe and Africa public affairs directorate.

"The US government is working closely with the government of Niger to secure the scene and mitigate inconveniences caused by the incident," the statement sent to AFP added. 

"The cause of the incident is currently under investigation."

The United States started drone surveillance flights out of Niger in early 2013 to support French forces fighting Islamist militants in northern Mali. 

"The aircraft nosed down" around 03:40 am (0240 GMT), a Nigerien airport source told AFP, adding that the drone was originally thought to be French. 

The airport stayed closed until 12:30 pm to repair the damage to the runway, the source said. 

A plane carrying pilgrims on their way back from Mecca had to be diverted to Ouagadougou, airport authorities in Burkina Faso said.

Planes could be seen landing at Niamey airport again in the afternoon, a security source said.

"I would like to state that no enquiry has been planned or proposed on the e-retailer on the concerns raised by customers on the big billion day sale," she told reporters after a visit to the BJP office in Bangalore. 

Sitharaman on October 8 in New Delhi had said that the centre would look into the complaints of predatory prices on goods sold by Flipkart after allegations of unfair trade practices were levelled against it during the discount sale on October 6.

"We have received many inputs. Lot of concerns have been expressed. We will look into it," she had said. 

Today, she said her earlier remarks were misinterpreted. 

"My earlier three sentence remarks were interpreted in three million ways on the Flipkart issue," she said.

01:19   WTO rejects US country-of-origin labels for meat
The World Trade Organization has rejected US rules requiring labels on packaged steaks, ribs and other cuts of meat identifying where the animals were born, raised and slaughtered. 

In a ruling today, the WTO said the requirements put Canadian and Mexican livestock at an unfair disadvantage. 

In 2012, the WTO had ruled against the "country of origin labeling" (COOL) requirements, which Congress originally wrote in 2002. 

The US Department of Agriculture rewrote the rules to win WTO approval. 

But today's ruling held that the revised guidelines still violated trade rules.

The decision was a defeat for consumer groups and some farmers, especially those who compete with Canadian ranchers. 

It was a victory for ranchers who do business with Mexico and for meatpackers, who said the labels imposed a paperwork burden.

Monica Lewinsky, the former White House intern whose affair with Bill Clinton led to his impeachment, returned to public life today, giving her first speech in 13 years and joining Twitter. 

In an emotional address at Forbes' inaugural Under 30 summit in Philadelphia that recalled the 1998 sex scandal with Clinton, the 41-year-old brunette announced a campaign to end online bullying. 

Lewinsky told a packed auditorium that she became one of the earliest victims of cyber-bullying after she "fell in love" with Clinton. 

"I was Patient Zero," she said. "The first person to have their reputation completely destroyed worldwide via the Internet."

"There was no Facebook, Twitter or Instagram back then," she said.

"But there were gossip, news and entertainment websites replete with comment sections and emails which could be forwarded. Of course, it was all done on the excruciatingly slow dial up. Yet around the world this story went. A viral phenomenon that, you could argue, was the first moment of truly 'social media'." 

She spoke of her shame, depression and of haboring suicidal thoughts after news of the 1998 sex scandal broke. 

"Staring at the computer screen, I spent the day shouting: 'oh my god!' and 'I can't believe they put that in' or 'That's so out of context,'" she said. "And those were the only thoughts that interrupted a relentless mantra in my head: 'I want to die.'"
