F&M Trust

CHAMBERSBURG, Pa. — Rainbow D. Hopkins has been promoted to security officer at F&M Trust.

Hopkins joined F&M Trust in 2003 and has worked in the bank’s compliance and security department since 2008. In her current position, she is responsible for developing, implementing and administering all aspects of the bank’s security program, as well as assisting with the implementation and administration of the bank’s information-security program.

Hopkins expects to earn a bachelor’s degree in accounting from Wilson College in 2014. She has completed various fraud and security courses offered through the Pennsylvania Bankers Association and American Bankers Association, and is pursuing a certified community bank security professional certificate through the Pennsylvania Association of Community Bankers.

Hopkins is active in the community as a volunteer for the United Way and March of Dimes, as well as being a member of the South Central Pa. Financial Security Officers’ Association.

Maryland Department of Public Safety and Correctional Services

TOWSON, Md. — The Maryland Department of Public Safety recently announced that Wayne Webb was promoted to regional executive director of the department’s North Region.

Webb, a 27-year DPSCS veteran, has held virtually every post inside Maryland prisons, overseeing custody, security operations, intelligence, inmate programming and re-entry services during his career.

He began with DPSCS in 1986 as a correctional officer in Jessup after graduating from Mansfield University with a degree in criminal justice administration. Rising through the ranks, Webb eventually transferred to Hagerstown, where he held key posts in two of the department’s largest correctional facilities. He became security chief, facility administrator, assistant warden and warden.

Webb took over as warden of Maryland Correctional Training Center in 2011, then moved in the same capacity to Maryland Correctional Institution-Hagerstown at the end of 2012.

At MCI-H, he instituted a number of security and programming changes that were well-received by staff and inmates. The prison became the first in the nation to have incarcerated veterans training service dogs for wounded American service people.

In his new role, Webb will preside over five Western Maryland prisons, plus community supervision offices throughout the northern tier of the state reaching to Baltimore’s suburbs.

MVB Financial Corp.

FAIRMONT, W.Va. — MVB Financial Corp. recently announced that banking executive Bret S. Price joined the financial holding company as senior vice president and chief financial officer. 

Price succeeds longtime CFO Eric Tichenor, who will remain at MVB Bank as senior vice president of bank internal operations, chief financial officer and treasurer to oversee the bank’s growing internal operations.

Price, 47, joins MVB Financial Corp. with two decades of financial experience. Most recently, he was vice president for Founders Investment Banking in Birmingham, Ala.

Previously, he held leadership positions with financial institutions throughout the country, including BBVA Compass Bank, Associated Banc-Corp. and Regions Financial Corp., formerly AmSouth Bancorp.

Price holds a master’s degree in business administration from West Virginia University, a Bachelor of Science in finance from the University of Charleston and is a chartered financial analyst charterholder from the CFA Institute in Charlottesville, Va.

Leiter Caring Center

CHAMBERSBURG, Pa. — Briana Becker joined the staff of Children’s Aid Society, Leiter Caring Center, formerly the Frances Leiter Center, in Chambersburg as a child counselor in October.

She earned her Master of Social Work and mental health certification from the University of Pittsburgh School of Social Work in August. In September, Becker passed the Association of Social Work Boards master’s exam and earned the credential of licensed social worker in the state of Pennsylvania.

She also earned a Bachelor of Arts in social work with a minor in sociology in May 2012 from Hood College.

Becker has experience working with children, adolescents and families.

Children’s Aid Society, Leiter Caring Center provides outpatient counseling and play therapy to those ages 2 to 18.

Jack Gaughen Realtor ERA

GREENCASTLE, Pa. — Scott Palmer, Peggy Hays and Angela Fairchild, with Jack Gaughen Realtor ERA, were recognized as agents of the month for October in the Greencastle office.

The award is given based on listings taken, listings sold and sales made.

Palmer has been selling real estate for 27 years and is an associate broker. He lives in Greencastle with his wife, Dawn, and daughter.

Hays is licensed in Pennsylvania and Maryland. She has been selling real estate for 28 years and lives in State Line, Pa., with her husband, Jack.

Fairchild joined Jack Gaughen Realtor ERA in April. She has a background in property management, and lives in Greencastle with her husband and three sons.
