Construction executives plead guilty in $19M contract scheme

PHILADELPHIA >> Three eastern Pennsylvania construction executives have admitted they conspired to fraudulently obtain nearly $19 million in federally funded bridge and highway projects through a program for businesses owned by women and minorities.

The Morning Call reports 66-year-old Dennis Weber and 51-year-old Dale Weber, of Kutztown, and Judy Noll, of Mertztown, pleaded guilty in federal court Thursday to one count each of conspiracy to commit bank fraud.

Federal prosecutors say the three used Noll’s steel construction company, Karen Construction, to get hundreds of contracts from the U.S. and Pennsylvania departments of transportation under the federal Disadvantaged Business Enterprise program between 1995 and 2011.

Dennis and Dale Weber are president and vice president of Carl M. Weber Steel Service.

They and Noll each face up to five years in federal prison.
