PBF Energy Inc., Parsippany, NJ, has brought forward planned maintenance work at its 190,000-b/sd Delaware City, Del., refinery after severe winter storm in late January halted processing operations at the plant.
The refinery experienced a plant-wide, unplanned shutdown on Jan. 24 due to a loss of power caused by the storm, PBF Energy said.
Given prevailing market conditions and the plant’s currently reduced operational capability, the company said it has advanced a previously scheduled turnaround of the refinery’s coker and other related units.
Work to restore units not impacted by the outage to reduced rates is under way, and advanced turnaround activities are due to be completed by the end of this quarter, PBF Energy said.
As a result of the change to its originally planned maintenance schedule, however, the company said it expects crude oil throughputs at US East Coast operations to average about 280,000-300,000 b/d for first-quarter 2016 and 320,000-340,000 b/d for the year.
Impacts to the refinery’s production rates for finished products were not disclosed.
