Administrative law — Commissioner of Financial Regulation — Maryland Credit Services Businesses Act

This case concerns whether the definition of a “credit services business” in the Maryland Credit Services Businesses Act extends to lawyers who represent consumers in negotiating home-loan modifications with mortgage lenders. The Commissioner of Financial Regulation concluded that it does.

On a petition for judicial review of the Commissioner ’s decision, the Circuit Court for Baltimore City disagreed. The Commissioner appealed.
