Updated at 12:36 p.m.: One lane of Powell has been reopened. A flagger is directing traffic through the bottleneck.

Updated at 7:45 a.m.: The utility has restored power to about 6,000 customers, with more than 2,100 awaiting restoration of service.

Almost 8,000 Portland General Electric customers are without power Tuesday morning.

The power company estimates power will be restored to most of those customers by 6:45 a.m., with others regaining power by about 7:45 a.m. As of 8:15 a.m., more than 2,000 homes are still without electricity, most of them in or near the Lents neighborhood or Powell Butte in Southeast Portland.

One outage was caused by a traffic accident near Southeast 124th Avenue and Powell Boulevard, where a car hit a power pole. The driver was injured.

The intersection was closed and would remain so for several hours, police said.
The story will be updated.
