By Benjamin Horney (August 22, 2016, 5:16 PM EDT) -- Struggling Empresas ICA SAB de CV is closing in on an agreement with Spain-based Ferrovial SA and two others to erect a new $3.5 billion airport terminal in Mexico City, Reuters reported Monday. According to the report, debt-laden ICA and Ferrovial are in discussions with Dragados and GP Construccion, the former of which is a unit of Spain's Grupo ACS. The terminal is meant to help turn Mexico City into a regional hub, the report said, and is part of an overall new airport that will cost about $13 billion and is expected to be open for business starting in 2020....
