Woman wanted in Washington killing arrested at North Plains McDonald's, authorities say

A suspect in a killing in Washington state was arrested at the McDonald's in North Plains Monday after turning herself in, according to authorities.

Raven C. Cutler, 33, was taken into custody after police in Oregon received information that she was in the area and wanted in a fatal Yakima-area shooting, said Detective Sgt. Mike Russell, of the Yakima County Sheriff's Office.

Cutler was arrested and booked into the Washington County Jail on a murder warrant, according to Russell and jail records.

Washington County sheriff's deputies had received information from Multnomah County that Cutler was traveling in a Winnebago and headed to North Plains, said Sgt. David Thompson, a sheriff's office spokesman. Cutler had contacted Multnomah County authorities and had agreed to turn herself in, Thompson said.

Deputies went to the North Plains McDonald's, where Cutler was waiting after being dropped off. She was taken into custody without incident shortly before 7 p.m., Thompson said. Deputies also pulled over the Winnebago at a different location and arrested someone inside on an unrelated warrant, he said.

Cutler, who is homeless, last week was named a person of interest in a fatal shooting in Yakima County, according to a press release from the sheriff's office. The victim, 54-year-old Norma Emmerson, of Yakima, was shot three times in the head and found dead in the East Selah area, which is north of Yakima, the sheriff's office said.

The investigation began after a person discovered her body on Nov. 11 in the remote area. Cutler and Emmerson were acquaintances, Russell said.

Investigators had recently started receiving tips that Cutler, who has an extensive criminal history, had left the state, Russell said. But they didn't have specifics about her whereabouts before her arrest Monday.

Russell declined to name a motive in the shooting.

"We still have some sensitive work to do on the case," he said.
