Here's a breakdown of what PennLive knows about Blocker:

He has lots of state police experience.

Blocker started his career with the Pennsylvania State Police in 1975 as a trooper. He worked in patrol, criminal investigation, staff services and organized crime, according to the Wolf Administration.

After 30 years, Blocker retired as a major in 2005. The Wolf Administration says that he was responsible for investigative, patrol and administrative operations of three troops. The troops were comprised of 13 locations and 750 troopers in 10 counties, including Philadelphia.

Blocker has supervised units covering a lot of different areas

He brought his law enforcement skills to Trinidad and Tobago.

After retiring from the state police, the Wolf Administration said Blocker worked at George Mason University serving as a technical adviser to the Trinidad and Tobago Police Service, a twin island country off the northern edge of South America.

Then, he served as advisor to the minister of national security for the Trinidad and Tobago government.

The state police veteran worked with several companies after retirement.

Blocker has served as president of Silver Seals Consulting. The company, according to Blocker's LinkedIn profile, conducted national and international leadership training to police supervisors and evaluated Pennsylvania Law Enforcement agencies response to Chemical, Biological, Radiological, Nuclear and Explosive scenario driven incidents for Cocciardi and Associates, Inc.

Currently, Blocker owns Future Gem Fitness Corporation.
