Crown Resorts has told the casino inquiry in Sydney that officials in Liquor & Gaming NSW agreed to delete restrictions in the Barangaroo licence that blocked controversial casino figure Stanley Ho from holding shares in Crown.

The revelation turns the spotlight on the state government's use of secret agreements, which in turn may have been secretly changed, to regulate Crown's Sydney casino.
