PPS, teachers union reach 'framework' on contract

Portland Public Schools and its teachers union said Tuesday they have made progress toward a tentative contract agreement.

Specific details have yet to be finalized or disclosed, but in separate statements both parties appeared to be optimistic as they announced a “settlement framework.”

Superintendent Guadalupe Guerrero said it was expected the two sides would reach a tentative agreement by the end of the week.

He said both sides were able to find common ground on a number of issues, including pay and benefits.

"We are grateful for the student-centered spirit of co-operation and progress demonstrated by PAT representatives, board members, and district negotiators," Guerrero said.

"We couldn’t have gotten to this point without the active support of PAT members like you," the Portland Association of Teachers said to its members in its statement. "Whether it was wearing blue on Tuesdays, showing up at School Board meetings, or sending postcards to Districts leaders, your actions and your unity have made all the difference."

Negotiations between the two parties have been ongoing for more than a year and a half. The teachers union said a settlement framework was agreed upon at 3 a.m. Tuesday after five days of continuous negotiations.
