Convicted Sex Offender Residing In Fairfield, Police Advise

FAIRFIELD, CA — A convicted sex offender has moved to a residence in Solano County. The Fairfield Police Department advised Wednesday that James Shephard has been released on parole and is living in the 2800 block of Perry Court in Fairfield.

Shephard, who was convicted in 2006 of lewd and lascivious acts with a child under 14 years old, is on parole through the California Department of Corrections and Rehabilitation. Before that, Shephard was convicted in Washington state in 1982 for indecent liberties with a child.

"The victim in the 1982 case was a 9-year-old female," said Kathryn McCormick, spokeswoman for the Fairfield Police Department. "The victims in the 2006 case were a 13-year-old male and a 10-year-old female. All of the victims were known to Shephard."

McCormick said due to Shephard's multiple convictions, the Fairfield Police Department is alerting residents to his presence within the city of Fairfield.

"The purpose of this is to allow members of the public to protect themselves and their children from sex offenders," McCormick said.

According to Fairfield police, the information about Shephard is being released pursuant to section 290 of the California Penal Code, commonly known as Megan’s Law.

"It should be stressed that it is illegal to use this information to engage in discrimination or harassment against any sex registrant," McCormick said.
