Norfolk State Trooper Indicted In Overtime Scandal

It's alleged that David Keefe received $17,000 in overtime pay for shifts he either left early or didn't work at all.

NORFOLK, MA — A state trooper from Norfolk is one of three troopers facing charges stemming from the overtime scandal that has rocked the Massachusetts State Police.

David Wilson, 57, of Charlton, John Giulino, 68, of Lanesborough, and David Keefe, 52, of Norfolk were all indicted by a Suffolk County Grand Jury and charged with larceny over $250 by single scheme, procurement fraud, and a public employee standards of conduct violation (false/fraudulent claim to an employer).

At the time of the alleged offenses, Lieutenants Wilson, Giulino and Keefe were supervisors in Troop E and responsible for overseeing criminal and traffic enforcement along the Massachusetts Turnpike. An investigation indaites that they submitted claims for overtime shifts they didn't work or they left early.

In 2016, Keefe, as a commander of the Weston barracks, allegedly submitted claims for payment of at least 170 hours he did not work, resulting in at least $17,000 in overpayment. Authorities allege he regularly left early from these shifts and at times did not work them at all.

During the same time period, Wilson submitted allegedly fraudulent claims for pay for at least 180 hours of overtime, resulting in him obtaining at least $19,000 while working as a shift commander in Boston. Giulino, a commander of the Westfield barracks, submitted claims for 99 hours of overtime pay, netting him at least $10,000.

The three are due in Suffolk Superior Court at a later date.
