In the heart of Vietnam’s Bac Giang province, where the occasional cow still roams the streets, a different kind of herd is arriving with a load of economic prosperity.

A six-lane thoroughfare is replacing a one-lane road. Pile drivers and cranes dot a landscape marked for almost two dozen industrial parks. Officials in the rural area north of Hanoi host representatives from Apple and Hon Hai Precision Industry.
