A MOTORIST who has held a clean driver’s licence for over 60 years has been hit with a fine.

Neville Anthony Mills, from Tycroes, was running some errands in Ammanford and was shocked to see the yellow package on the windscreen of his car.

The 77-year-old said: “I was going to the bank, so I thought I’d park on Wind Street outside the miners using my disabled badge.

“There are three spaces in the disabled pay and taxis were parked in two of them, so I parked in the last space.

“When I returned I noticed I had a fine, but the two taxis didn’t.”

Mr Mills spotted the traffic warden in the distance and went to ask him how he has been booked when the taxis didn’t have any tickets.

He added: “I had a disabled badge on display and I was fined for parking in a disabled space, but the taxis didn’t.

“It is disgusting that they get to run a business from disabled bays.

“The traffic warden informed me that with a disabled badge that I can park on double yellow lines for three hours.

“He said I can try to make a complaint, but I wouldn’t’ get anywhere.

“I am a former long-distance lorry driver and taxi driver and I have never parked on double yellow lines or received a parking fine in my life, but now I have because a taxi is touting business from disabled parking bays in the middle of Ammanford town.”

Mr Mills has now got just under a month to pay the £70 penalty charge or face an even bigger bill.

Carmarthenshire County Council has urged Mr Mills to challenge the fine.

Cllr Hazel Evans, executive board member for transport, said: “We cannot comment on individual cases.

“We encourage Mr Mills to challenge the issue of the penalty notice in accordance with the instructions given on the reverse.

“We will consider the challenge in accordance with our policies on the cancellation of penalty charge notices.

“Anyone wishing to challenge a notice should include all information about the circumstances leading up to the issue of the penalty charge notice including full details of any conversations with our civil enforcement officers.

Any allegations made about our officers’ conduct will be investigated.”
