Ordos International Cultural and Creative Conference held

The Second Ordos International Cultural and Creative Conference set up a cultural industry fund worth 300 million yuan (US$45 million), which has attracted excellent creative teams from China and other countries along the Belt and Road.

The Second Ordos International Cultural and Creative Conference is held in Ordos, China’s Inner Mongolia Autonomous Region, from September 22 to 24, 2017.


The Second Ordos International Conference for culture and creativity co-organized by Ordos municipal people's government and China Internet Information Center was held in Ordos, China’s Inner Mongolia Autonomous Region, from September 22 to 24, 2017.

The conference is aimed at establishing a thinking platform that China’s innovation-driven strategy wants to achieve, developing the driving force and accelerator for the supply-side structural reform in China as well as promoting the “cultural and creative plus” strategy to align with Ordos’s socio-economic development.

The conference had three parts: first, the singing ceremony and red carpet show was for creative design masters, which showed noble courtesy to designers; second, Cultural and Creative Beidou Awards(Famous Designer Award, New Designer Award and Nomination Award) were set up, including award certificates, bonuses and trophies; third, a trend and expectation forum was held especially for creative design, spurring creative ideas.

Guests attending this conference included Bai Yugang, a member of the Standing Committee of Inner Mongolia Autonomous Region and head of the Publicity Department, Niu Junyan, secretary of the CPC Ordos Municipal Committee, Wang Xiaohui, editor-in-chief of China Internet News Center, Gong Mingzhu, vice secretary of the CPC Ordos Municipal Committee, and Su Cuifang, head of the Publicity Department.

Besides, renowned designers and excellent creative teams from B&R countries and domestic masters and creative teams attended the grand event as well. Furthermore, experts and scholars of various domestic cultural and creative academies and R&D institutions and guests from cultural and creative field gathered here as well.

The cultural and creative industry, an emerging industry at the core of creativity generated in the background of economic globalization, has achieved unprecedented development. So far, great progresses have been obtained in the development of the cultural and creative industry. According to existing data, it accounted for 4% of the Chinese GDP in 2009.

In the United States, the input-output ratio of creative design is 1: 2500; that of product appearance and package creative design is 1: 1500. In Italy, industrial design is the soul of made-in-Italy products. Every 1 euro is invested in industrial design, 1500 euros are outputted. International experience demonstrate that when the manufacturing industry develops to certain stage, the increase of added value and market competition relies more on modern service industry. The cultural and creative industry has been the very channel for transformation and upgrade of the modern manufacturing industry.

Cultural industry is in the 1.0 stage while cultural and creative industry is in the 2.0 stage. 2.0-stage products are differentiated, which takes increasing value as objective (value-oriented). Marketing is implemented in an artistic way. Besides, it pursues customer loyalty.

The theme of this summit was “Cultural & Creative + promoting profound economic and social reform.” Wang Qiguo, the researcher of Institute for Cultural Industries, Peking University(ICIPKU), Ren Huajian, the Director of Cultural Industry Research Center of Shanghai Academy of Social Sciences, Tony Brown, Lifetime Professor of the École nationale supérieure des beaux-arts, Song Xiewei, President of the School of Design, China Central Academy of Fine Arts and other well-known experts attended the event, exploring, discussing and summarizing the huge impact of cultural and creative industry on the whole economy and society as well as its important significance in the One Belt and One Road Initiative.

Gong Mingzhu, vice secretary of the CPC Ordos Municipal Committee and mayor of the municipal government, also expressed that the cultural and creative industry is the key point of national soft power competition in the 21st century, characterized by high knowledge content, high added value, strong integration, low resource consumption, small environmental pollution, great potential demand and broad market prospect.

The cultural and creative industry not only responds to the national innovative strategy and the supply-side reform, but also embodies extremely important significance to the city’s transformation and development. Ordos has been a resource-rich region. Only through erecting a cultural and creative platform and introducing foreign human resources and intelligence, can it find a way except resources and stand on a new step, thereby better realizing sustainable development.

On the afternoon of September 23, Bai Yugang, member of the Standing Committee of Inner Mongolia Autonomous Region and leader of the Publicity Department, Liu Xinle, the Vice President of the People’s Government of Inner Mongolia Autonomous Region, Zhou Wenzhang, the Professor and Former Vice President of Chinese Academy of Governance, Wang Xiaohui, the Chief Editor of China Internet Information Center, Niu Junyan, the Secretary of Ordos Municipal Party Committee, and Tony Brown, professor of the École nationale supérieure des beaux-arts, attended the opening ceremony of B&R Well-known Designer Invitation Show and Avant Show.

The conference founded the Cultural Industry Funds of 300 million yuan based on the past experience, and specially built an industrial park with an area of nearly 100,000 square meters and organized transformation institution and management department to specialize in cultural and creative industry, purchasing exhibiting IP and building the IP library, including package and trading. The cultural and creative development fund was founded from creative IP to creative IPR. Ordos even created a joint venture platform for incubation to incubate culturaland creative IP. From cultural creativity to value realization, it could integrate cultural and creative resources of B&R countries to promote Chinese cultural and creative industries to go out. This initiative also can collect products through this conference and increase its visibility, helping enterprises and cultural and creative workers to industrialize their products and match supplies and needs.

“Ordos enjoys natural advantages in developing industrial design. Collision of creative culture will activate many economic chains of industries,” Mayor Gong Mingzhu said. The future would witness Ordos further propels its economy to embrace high-speed development with the help of the cultural and creative conference.
