Truck driver Renato Velasquez is charged with driving a commercial vehicle over legal limits and falsifying his records in an accident on Interstate 88 on Jan. 27, 2014, that killed tollway worker Vince Petrella and severely injured Illinois State Trooper Douglas Balder.
