Fremont Approves Lime Bike, Scooter Trial
The city put a lot of restrictions on the rentals and is making the company responsible for educating users.
FREMONT, CA — The Fremont City Council has voted unanimously to approve a one-year pilot program that allows San Francisco-based scooter and bicycle company Lime to place electric scooters, e-bikes and pedal bikes in their city early next year.
The council's vote on Tuesday night also allows scooter or bike share companies to do business in Fremont after the pilot period if the program is successful, but would require them to obtain permits before placing scooters and bikes in the city's public areas.
The ordinance approved by the council requires Lime to include an age check feature in its app that mandates that riders scan their identification to prove they are 18 or older.

It also requires Lime to provide quarterly updates on how its scooters and bikes are being used so that information can be factored into future permit requirements.
City staff members told the council in a report that they selected Lime over three other bike share companies that submitted bids based on an evaluation process that considered qualifications and experience, proposed organization and approach and understanding of the city's goals and intended outcomes.

Staff members said the specific areas in which Lime must educate users include helmet laws, riding on the sidewalk, allowable streets and driver's license requirements.
The city said all devices must be parked so as to meet minimum parking rules such as not obstructing sidewalks, emergency access, bus stops or store frontages.
The city also plans to use a grant it received for bike-sharing to deploy preferred parking zones using pavement markings.
