HUNTINGTON - A Ravenswood, West Virginia, man has been indicted in Cabell County after he was accused of shoving a man and hitting him with a chair.
Henry Alfice Chapman, 41, of Ravenswood, was indicted by a Cabell County grand jury on charges alleging malicious wounding and obstructing an officer.
According to a police report, police responded Aug. 3, 2018, to a reported altercation in the 200 block of 10th Street in the Altizer neighborhood of Huntington involving an intoxicated male suspect and a disabled male victim.
Upon arrival, Chapman allegedly told police the disabled victim had chased him with a pipe. Police determined this to be unlikely because of the victim's disability. The victim's sister alleged Chapman had shoved the victim down and hit him with a chair.
Once Chapman was detained, he allegedly began to bang his head against the window of the police cruiser. He was advised to stop doing so or he would be pepper sprayed. He allegedly told officers, "Fine, (expletive) pepper spray me." Officers then pepper sprayed him.
Chapman was pepper sprayed two more times between the arrest location and Western Regional Jail for beating his head on the window, kicking the window and kicking at officers. EMS responded to decontaminate the suspect once at the West Virginia State Police barracks and a second time at the jail.
A Cabell County grand jury returned the following unrelated indictments in December 2018. An indictment is a formal charge made against a person by a grand jury. It does not establish guilt or innocence.
The Cabell County Prosecutor's Office did not provide ages or addresses for any of the defendants.

n Christopher Allen Andrew: Entry of a building other than a dwelling, grand larceny and escape.
n Candace L. Arnold: Possession with intent to deliver a controlled substance, conspiracy and possession of a controlled substance.
n Creio Chance Bishop: Second-degree arson.
n Justin Tyler Blankenship: Malicious wounding, domestic battery and possession of a controlled substance.
n Tina M. Bowman: Obtaining a controlled substance by fraudulent misrepresentations, forgery and uttering.
n Franklin Delano Chafin: Possession with intent to deliver a controlled substance.
n Raymond Phillip-Eugene Chapple: Possession with intent to deliver a controlled substance and possession of a controlled substance.
n Dominique L. Coleman: Possession with intent to deliver a controlled substance and trespassing.
n Martel Trayvell Easton: Possession with intent to deliver a controlled substance and battery on a government official.
n Devon Edward Estes: Possession with intent to deliver a controlled substance.
n Justin Allen Flowers: Entry of a building other than a dwelling, conspiracy and grand larceny.
n Teddy Curtis Flowers: Receiving stolen property and possession of a controlled substance.
n Roger Lee Gravely Sr.: Malicious wounding, domestic battery, possession with intent to deliver a controlled substance and possession of a controlled substance.
n Ronald Douglas Halcombe: Third-offense shoplifting.
n James Robert Hanshaw: First-degree sexual abuse and sexual abuse by a person in possession of trust to a child.
n Michael Andre Hayden: Destruction of property.
n Geon Lavell Henderson: Delivery of a controlled substance.
n Justin Ryan Keaton: Possession with intent to deliver a controlled substance.
n Nathan Dale Ponder: Third-offense driving under the influence and driving on a suspended or revoked license for DUI conviction.
n Mackenzie R. Plybon: Receiving stolen automobile.
n Kenneth Wayne Querry: Transporting a controlled substance into a correctional facility.
n Robert Allen Ray: Burglary, first-degree robbery and domestic assault.
n Anthony Brian Stephens: Fraudulent use of an access device.
n Tequila Renee Sutphin: Entry of a motorcar and grand larceny.
n Matthew Scott Tully: Fleeing in a vehicle with reckless indifference, assault on a government official and obstructing an officer.
n Nicole Annette Watts: Burglary, failure to process, possession of a controlled substance, transporting a controlled substance into a correctional facility and obstructing an officer.
