Tuesday, March 19

• At 11:30 p.m. Jacqueline Lee Josephine Venable, 29, of Winona, turned herself in for an outstanding burglary warrant and she potentially faces additional charges of fifth-degree possession of a controlled substance and introducing contraband to a correctional facility. According to the report, after Venable turned herself in, a .5 gram tablet of what field tested for fentanyl was found on her person at the Winona County Detention Center.

Tuesday, March 19

• At 10:01 a.m. police responded to the Westfield Golf Course on a report of property damage. According to staff, there was damage to several holes, possibly from dirt bike riding and doing “burnouts” likely during the evening or night hours the day before. According to the report, there was at least $500 worth of damages to repair.  

• At 7:07 p.m. officers referred two juvenile boys, aged 15 and 17, for potential charges of fleeing peace officers in a motor vehicle and criminal damage to property after they allegedly drove minibikes across Westfield Golf Course and led police on a chase. That evening, police responded to Westfield Golf Course on a report of two people driving motorized minibikes all over the golf course. Officers located the subjects on hole 2 near Beirce and Second streets and attempted to stop them, but the two boys did not stop. Police officials said a pursuit ensued and the boys traveled from the northeast corner of the golf course to the southwest corner, driving over several holes and the greens, as they left westbound onto Fifth Street. According to the report, officers stopped one of the boys at Lenox and Monroe streets and the other in the 1700 block of West Fifth Street. They were turned over to their parents.  

Wednesday, March 20

• At 10:15 p.m. police arrested Rory Evelyn Scott, 21, of Rochester, Minn., on potential charges of fourth-degree driving while intoxicated after stopping her at Second and Franklin streets for speeding. According to the report, Scott had bloodshot, watery eyes, slurred speech, an odor of alcohol, and allegedly admitted to drinking. Police officials said Scott failed field sobriety tests and a breath test measured her blood-alcohol content at .09%.

Friday, March 22

• At 1:50 p.m. police received a delayed theft report from Walamrt. According to the report, four JBL partybox speakers were taken on March 20, with a total value of $447. This investigation is ongoing.

• At 3:36 p.m. police responded to a fraud complaint at a business in the 950 block of Frontenac Drive. According to the report, an employee received a call from someone claiming to be from management and instructed the employee to purchase prepaid debit cards totaling $850. Police officials said the employee purchased the cards and provided the card information to the scammer. This investigation is ongoing.  

• At 5:08 p.m. police responded to a damage to property report on Lenox Street. According to the report, a vehicle was entered and tampered with, and a battery, two subwoofers, and a driveshaft were taken from the vehicle between March 21 and 22. This investigation is ongoing. 

Saturday, March 23

• At 1:02 a.m. police arrested Austin Ray Zastrow, 21, of Dodge, on potential charges of fourth-degree driving while intoxicated after stopping him at Sixth and Huff streets for failure to signal a turn and crossing the centerline. According to the report, Zastrow had a strong odor of alcohol, slurred speech, bloodshot, watery eyes, and failed field sobriety tests. A breath test measured Zastrow’s blood-alcohol content at .12%.  

• At 3:02 p.m. police arrested Jeremy David Brickner, 39, of Winona, on potential charges of third-degree driving while intoxicated and second-degree test refusal after responding to an accident involving Brickner at the 50 block of Johnson Street. According to the report, Brickner had poor balance, slurred speech, bloodshot, watery eyes, and failed field sobriety tests. A preliminary breath test measured Brickner’s blood-alcohol content at .31%, but he allegedly refused to conduct a breath test at the jail, police officials said.   

• At 9:53 p.m. police responded to Riverport Inn and Suites for a report of a theft. According to the reporting party, their $500 motorbike was stolen from the hotel parking lot. This investigation is ongoing.  

Sunday, March 24

• At 1:07 a.m. police arrested Federico Cruz Hernandez, 37, of Winona, on potential charges of fourth-degree driving while intoxicated after stopping him at Third and Washington streets for failure to maintain his traffic lane and driving westbound in the eastbound lane. According to the report, Hernandez had bloodshot, watery eyes, slurred speech, an odor of alcohol, and failed field sobriety tests. A breath test measured Hernandez’ blood-alcohol content at .15%.
