The Forest City council on March 4 proceeded with its 2024 Country Club Heights street reconstruction project by setting a 7 p.m. April 1 hearing on proposed plans, specifications, form of contract and estimate of costs for taking sealed bids.
An approved resolution states that the project is deemed necessary and desirable for the city. The proposed project would be along Dellwood Drive, Oakmont North, Oakmont South, and Fairview Drive. The project engineer is Veenstra & Kimm.
Nearly four dozen Forest City properties in Hancock County are anticipated to be specially assessed for improvements including Portland cement concrete new street paving up to six inches thick and 31 feet wide. The project would also include curb and gutter, grading, subgrade preparation, aggregate base course, and driveway and alley restoration. A public meeting on the project was scheduled to occur on March 18.

During the April 1 hearing, the council will receive and consider objections to the plans, specifications and form of contract as well as the estimated cost of improvements. Notice requires bidders provide sealed bids on the project to the city clerk before 11 a.m. on March 27 at which time bids will be opened and the bid amounts announced.
Bids will be considered by the city council in their city hall council chambers, 305 North Clark Street, at the start of their regularly scheduled meeting.
Council members also approved a series of price quotes for necessary services and equipment. The largest price quote approved was $35,428 for the city’s 2024 street patches. Blacktop Service Co. of Humboldt and Burt will provide asphalt services at 10 different locations, including Crystal Lake Road, 10th Street, 6th and 4th Streets, a bridge, a culvert, and various other locations.
Other approvals were for seven new lockers at the Forest City Aquatic Center. Summit Lockers will provide and install four 2-tier and three 6-tier lockers for the Forest City Parks and Recreation project for $7,449. It is hoped the lockers will arrive and be installed before the pool opens for the summer season.
In addition, council members approved projects to replace a generator transfer switch and exhaust fan at the city light plant. Blazek Electric of Mason City will complete electrical work for $7,585 and Floyd & Leonard Auto Electric of Mason City will supply parts for $5,161.
Library project refund
The city council unanimously voted to authorize the refund of a $10,081 prior library project donation to Barb Lovick, who contributed to the city’s initial "new chapter campaign" that was intended to remodel the former Bowen’s and Forest City Foods grocery store building for use as the public library.
In a letter requesting the donation refund, Lovick noted that the intention of the donation was not fulfilled. The city is now considering joint library space with Waldorf University. Lovick said she plans to donate the money to other worthy causes.
In an informational item, Mayor Ron Holland acknowledged a payroll change notice of $20.88 per hour for new Administrative Clerk Michelle Craft.
In other business, the council approved:
- Amendment to a class B retail alcohol license for to Kwik Star, which is effective through Nov. 20, 2024.
- Mayor Holland to sign the environmental information document for a low-interest state revolving fund loan application for upcoming wastewater treatment plant improvements.
- Posting for a lineman position vacancy in the city’s electric department.
