Man faces 10 felony charges for alleged deliberate auto-ped crashes in Salt Lake County

Ten felony charges have been made against a man for his alleged involvement in multiple "targeted" auto-pedestrian crashes in Salt Lake County.

Officials announced the charges against 26-year-old Anh Duy Pham on Monday, including six first-degree felony attempted murder charges.

The alleged auto-pedestrian collisions — in which only women were struck — took place over seven months, with the first reported on August 22, 2023.

Police responded to the area of 1000 West and 500 South in Salt Lake City, where witnesses stated that a white Toyota Avalon pulled up to a woman before speeding up and striking her, "causing her to fly over the vehicle and land on the ground hard" and speeding away.

According to a probable cause statement, Pham had asked the 36-year-old woman "to get into the vehicle multiple times."

The next alleged hit-and-run occurred on Feb. 24 in Sandy, where a 50-year-old woman and her 16-year-old daughter had been struck and sustained serious injuries.

Law enforcement reviewed home security footage and said they observed Pham's car driving down the street three times prior to the collision, including driving slowly in the bike lane.

The next incident occurred on Feb. 28, in which police responded to Laird Avenue in Salt Lake City.

Two women, aged 44 and 50, were found on the ground with serious injuries. One woman reported that they had been "walking on the east side of the street on Douglas Avenue when she heard a vehicle accelerating before being struck from behind."

A review of home security footage again showed Pham's white Toyota as the suspect.

The most recent alleged auto-ped involving Pham occurred on March 11 at 600 West and North Temple Street in Salt Lake City.

Two woman had been crossing the road with the walking signal on when a white car "picked up speed and intentionally drove in [their] direction," going through the red light.

A 20-year-old woman was ultimately the only one struck in that instance, and officials said she sustained critical injuries.

Officers took Pham into custody after locating him at Liberty Park on March 13.

Pham was charged with six first-degree felony attempted murder charges, four third-degree felony failure to stop at serious injury accident, and two class A misdemeanor failure to stop at injury accident.

“These were allegedly predatory targetings shrouded in the shadow of accidents. These charges were able to be filed because of great police work done by the Salt Lake City Police Department and Sandy City Police Department in coordination with prosecutors from our office. Using technology, these agencies and our office were able to connect the cases together,” said Salt Lake County District Attorney Sim Gill. “We continue to investigate other similar matters and encourage anyone with information to contact their local law enforcement."
