The Department of Canadian Heritage paid thousands of dollars to a Toronto TikTok personality who has disparaged Conservatives in a number of profane posts, access-to-information records showed.
Documents showed Dylan Horner was paid $9,000 by the government in 2022 for a brief appearance in Ottawa, according to contracts issued through Corus Sales Inc. of Toronto.
Horner did not comment.
Corus Sales was contracted to “run a promotional campaign for activities related to Canada Day,” said a statement of work obtained by Blacklock’s Reporter.
“Dylan Horner will be required to come to Ottawa to create content on Canada Day programming,” it said.
“Dylan Horner will have special backstage access to produce behind-the-scenes content, but will need to be accompanied by a member of Department of Canadian Heritage staff.”
Expenses included “two round-trip train tickets from Toronto to Ottawa with Via Rail Canada and three nights’ stay in a hotel room at the Delta Ottawa.”
Horner has trashed Conservative public office-holders in a series of posts.
“Oh my God, shut up,” he said of Opposition Leader Pierre Poilievre. “Like actually shut the f— up. Shut the f— up. This is exactly why you can’t trust Conservatives.”
Horner called out Premier Doug Ford by posting he was “100% convinced we all lose brain cells listening to this man speak.”

On Alberta Premier Danielle Smith, Horner wrote, “It is always the bitches who look like they would tear up at a Sears’ clearance rack who have their nose in the business of trans youth, always.”
“I don’t want to see any f—ing Conservatives in the Pride Parade because out of the 365 days of the year you all are spending 364 of them actively going against this community,” he said.
Horner, in a post about a 2021 federal election TV debate, called then-Opposition leader Erin O’Toole a “pile of crap” and questioned why anyone would vote for the Conservative party.
“I have never felt more genuinely concerned for our country than after watching that,” said Horner.
“The current rhetoric out there is that Justin Trudeau can’t answer a question, he’s very slimy and sneaky, like a politician.”
