ARDMORE, Okla. (KTEN) — A bill making its way through the Oklahoma Legislature is aimed at intra-district transfer policies for all schools, while modifying provisions for the transfer of students with disabilities.

House Bill 3386 would require school systems to approve intra-district transfers unless the grade level of the receiving site has reached capacity.

"No school in the State of Oklahoma can now say, 'You can't come to our school because you don't live in our school district," said House Speaker Charles McCall (R-District 22), the bill's co-sponsor.

Boards of education would also have to adopt transfer capacities for each grade level by January, April, July and October of each year.

"It's what curriculums do they offer? What extracurricular activities do they offer that their children can learn and thrive in?" asked House Speaker Charles McCall (R-District 22). "That's all that the state legislature wants to do; we want to open up those options."

Before this school year, Ardmore City Schools made the move to grade centers; prior to that it did deal with intra-district transfers. 

"They'd make application here at the superintendent's office. If there was room, then they would be approved," said Assistant Superintendent Andy Davis. "If you had very small class sizes in another site, you'd really want those transfers to be moving there just to equalize everything. The grade centers — it's one less thing to deal with; we don't even have to think about it."

House Bill 3386 has passed in the Oklahoma House; it's now under consideration by the Senate.
