Man indicted on 63 counts in ‘hardcore child pornography’ case, prosecutor says

WARREN COUNTY, Ohio (WXIX) - Almost 500 videos and nearly 200 photos of child pornography led to a man facing 63 charges.

Warren County Prosecutor David Fornshell says the case of Gregory Ruff is one of the most significant ones his office has ever seen.

“This particular case, I mean, these are extraordinarily graphic depictions of sexual activity,” Fornshell described. “They’re hardcore child pornography.”

An investigation started after Fornshell said Ruff’s cellphone service provider provided a tip, which led to a search warrant.

Warren County Sheriff’s Office deputies found 491 videos and 196 photos of child porn on Ruff’s phone, according to the prosecutor.

“We focused on what we believed were the most clear cut of videos and still images that depicted, honestly, toddler pornography,” Fornshell said.

Fornshell’s office decided to directly indict Ruff on 63 charges after he and his staff sifted through all the recovered material.

Ruff was indicted on 39 counts of pandering sexually oriented material involving a minor and 24 counts of illegal use of a minor in nudity-oriented material.

“It affects you, as a parent, just as a decent human being,” Fornshell stated. “So, it takes a tremendous amount of time just to go through that, but at the end of the day, it’s our job to do that. We believe that it’s keeping the rest of the community safe when we’re holding these people to account.”

The prosecutor offered some insight into what parents can do to protect their children from being victimized.

“It’s usually not a stranger and so it’s important for parents at a fairly young age to have age-appropriate conversations with their children about body safety and areas that are good touches and bad touches and things along those lines,” the prosecutor said.

Ruff is scheduled to appear in court on April 26.
