LISBON — In Columbiana County Municipal Court, cases against a man and woman from Delaware suspected in thefts in several communities were bound over to the county grand jury.

David Choma, 45, Newark, Del., and Misha Morris, 43, Middleton, Del., were both charged with third-degree felony tampering with evidence, fifth-degree felony theft and misdemeanors of possession of drug abuse instruments and illegal use or possession of drug paraphernalia.

Choma and Morris were caught April 4 during a traffic stop in Columbiana with several paper folds, snort straws and syringes in the vehicle. Officers also found six backpacks, two duffle bags, two reusable shopping totes and one plastic tote filled with makeup, sunscreen, and other skin care products.

According to the police affidavit, Salem, Austintown, Poland and East Palestine police departments confirmed the items were stolen from various stores. They were also identified by Salem and Austintown police departments for allegedly committing thefts at Walgreens.

The theft charge against each of them stems from an alleged theft of $2,071 worth of merchandise from East Palestine Rite Aid on April 4.

While on the scene at the traffic stop, Choma allegedly attempted to destroy evidence by throwing it out of the vehicle window, but the evidence landed back inside the vehicle. Morris used the bathroom at the Columbiana police station and a plastic baggy with a blue paper fold fell out of her underwear onto the floor, the affidavit said.

Also in Municipal Court, a preliminary hearing was set April 18 for Randy May, 46, Mill Street, Leetonia, charged with fourth-degree felony theft for allegedly striking a deputy in his side and then striking him again during an incident at his residence when deputies responded for a person having a mental health crisis on April 11 in Leetonia.

A case against Courtney Orr, 33, Lincoln Street Extension, Salineville, was bound over to the county grand jury for third-degree felony strangulation and misdemeanor domestic violence for allegedly grabbing a female relative’s arms and shoulders and placing her hands around her throat and pushing her during an altercation April 3 in Salineville, causing the victim to have trouble breathing and to fear for her life and safety.

A case against Kevin Neely, 42, Youngstown, was bound over to the county grand jury for second-degree felony burglary, fourth-degree felony assault on peace officer and misdemeanors of resisting arrest, obstructing official business, criminal damaging and menacing for allegedly breaking into a house in Wellsville and sleeping on the living room floor on April 1. The resident reported a man he had never seen before was sleeping in his living room. When officers asked the man his name, he allegedly said his name was “sweet thang,” threatened the resident when police arrested him and resisted arrest. While being placed in the cruiser, he allegedly kicked an officer in the leg.

A preliminary/pretrial hearing was set April 18 for Jeremy Pruden, 42, Moore Street, East Liverpool, charged with fifth-degree felony possessing criminal tools and fifth-degree felony theft and misdemeanor theft. The misdemeanor charge stems from Pruden allegedly stealing 35 items totaling $397 from the Calcutta Walmart on Oct. 5, 2022. The felony charges stem from an incident on April 9 when St. Clair Township police officers responded to Dunham’s for a male and female leaving with a shopping cart full of items without paying for them. Pruden was the male. Both were seen running across a parking lot after abandoning the shopping cart and were found behind a dumpster at McDonald’s where they were ordered to the ground at gunpoint. He complied, but the woman tried to flee was was taken into custody after a foot chase. A duffle bag from the shopping cart was located behind the post office containing more stolen items. There was a total of 77 items taken for a total of $2,295.

A preliminary/pretrial hearing was set April 18 for Valerie Hammond, 35, Knoxville, Tenn., charged with fifth-degree felonies of theft and possessing criminal tools and misdemeanor obstructing official business for an incident April 9 in St. Clair Township when police officers responded to Dunham’s for a male and female leaving with a shopping cart full of items without paying for them. Hammond was the female. Both were seen running across a parking lot after abandoning the shopping cart and were found behind a dumpster at McDonald’s where they were ordered to the ground at gunpoint. The man complied, but Hammond allegedly tried to flee and was taken into custody after a foot chase. A preliminary hearing was set April 18 for Joseph Mitchell Jr., 33, Hamilton Road, East Palestine, charged with failure to register, a fourth-degree felony, for allegedly failing to report his address as part of the sex offender registration to the sheriff’s office on May 10, 2021 when he moved to East Palestine from Pennsylvania.

A preliminary/pretrial hearing was set April 18 for John Swagger Jr., 32, Boardman, charged with third-degree felony burglary and misdemeanors of assault, criminal trespass and disorderly conduct. On July 15, 2023, Swagger allegedly forced himself into a woman’s apartment in East Liverpool and struck her in the mouth. He had been trespassed from the Columbiana Metropolitan Housing Authority property due to prior incidents. On April 9, he allegedly became intoxicated and engaged in a verbal altercation in view of the public using profanity in East Palestine and entered a home and began destroying ceiling drywall.

Andrew Hunley, 48, Youngstown, was fined $200 and sentenced to five days in jail for possession of drug abuse instruments and drug paraphernalia for possessing used hypodermic needles and two digital scales all with residue during a traffic stop in St. Clair Township on Oct. 17, 2023.

Andrew Johnson Clark, 52, Warren, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. Clark was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $80, traveling to East Palestine on Sept. 8, 2023 for the meeting.

Tony Hilton, 44, Blakely Street, East Liverpool, was fined $300 for speeding and theft. He was accused of taking a cup of coffee without paying for it at Sheetz in Calcutta on Nov. 16, 2023.

Ashley Buckley, 39, Chester, W.Va., was fined $200 and given a suspended 90-day jail term for theft for failing to scan and pay for 42 items for $189 at the self checkout at the Calcutta Walmart on Jan. 2. She was ordered to complete 20 hours community service and to stay out of the Calcutta Walmart.

Dillon Shipley, 19, Rootstown, was fined $150 and sentenced to 60 days in jail, with 57 days suspended and credit for one day served, leaving a balance of two days to serve for sexual imposition involving a juvenile on June 30, 2023. He was ordered to complete 30 hours community service.

A pretrial was set April 22 for Charles Raymond Lewis, 41, May Street, East Liverpool, charged with domestic violence for allegedly making threats to a woman in East Liverpool on April 8.

A pretrial was set April 15 for Jeffrey Thompson, 49, Riverside Avenue, Wellsville, charged with violate temporary protection order. Thompson allegedly drove by yelling obscenities while flipping off a protected person in Wellsville on March 31.

Daniel Resanovich, 61, Aliquippa, Pa., was fined $150 for disorderly conduct, amended from domestic violence for entering a woman’s residence and punching her in the arm and the back of the head on Dec. 15, 2004 in Wellsville.

A court trial was set April 16 for Timothy Moore, 64, Soquel, Calif., charged with domestic violence for allegedly assaulting a woman in St. Clair Township on Oct. 18, 2023.

Two counts of passing bad checks were dismissed against Teri Shanaberger, 60, New Franklin. Shanaberger was accused of writing bad checks to the Calcutta Giant Eagle for $340 on Oct. 13, 1919 and $356 on Oct. 31, 2019.

Justin Sprout, 43, Harvey Avenue, East Liverpool, was given a suspended $750 fine for charges of litter and property maintenance requirements for allowing litter to collect at his residence on June 8, 2023. Other charges related to household screening, storage of furniture and storage of tires were dismissed. He had been notified on May 4, 2023 for a large amount of junk and rubbish, including used tires, a mattress, improper window screening and gutters and downspouts.

Brady Duffy, 23, Midland, Pa., was fined $100 and sentenced to one day in jail, with credit for one day served, for disorderly conduct for standing in the road on Calcutta Smith Ferry Road in St. Clair Township and screaming at police officers when they arrived on Jan. 11.

A pretrial was set June 3 for Jessica Jackson, 42, Metz Road, Columbiana, charged with drug paraphernalia for allegedly possessing several cut straws and other items with residue during a search warrant at a Columbiana residence on Metz Road.

A pretrial was set July 1 for David Bradley, 34, St. Clair Avenue, East Liverpool, charged with criminal trespass for allegedly coming back to an East Liverpool property and knocking on doors multiple times after being told not to return previously.

A pretrial was set June 6 for Chloe Sorgman, 23, Black Road, Lisbon, charged with operating a vehicle under the influence of alcohol or drugs third offense, OVI refusal with prior within 20 years, driving under suspension and traffic control devices.

Angelo Sposato, 20, Eagle Drive, East Liverpool, was fined $1,170 and sentenced to 90 days in jail, with 84 days suspended, leaving six days to serve for OVI, driving under suspension and speeding. He was ordered to complete 20 hours community service.

A pretrial was set May 20 for Rebecca Benedict, 58, Lisbon Road, Lisbon, charged with OVI second offense and reasonable control.

Robert Daugherty, 31, Continental Drive, Salem, was $975 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for physical control, amended from OVI, and speeding. He was ordered to complete 20 hours community control.

A pretrial was set July 9 for Katelyn Banfield, 32, West Lincoln Way, Lisbon, charged with three counts returns and payment of tax for allegedly failing to file returns and pay income tax to the city of East Liverpool in 2018, 2019 and 2023.

Timothy Hidasey, 32, West Perry Street, Salem, was fined $150 and sentenced to 90 days in the county jail, with 88 days suspended and credit for two days served for criminal damaging for ramming a door and breaking it open on Nov. 11, 2023 in Perry Township. He was ordered to complete 20 hours community service.

A motions hearing was set May 7 for Brian Scott Davis, 52, Park Street, Leetonia, charged with endangering children, open container in a motor vehicle, OVI first offense and marked lanes for allegedly being impaired with three children in the vehicle during a traffic stop Sept. 23, 2023 in East Palestine.

Disposition was set for April 25 for Aaron Ice, 47, Crews Road, Wellsville, who pleaded no contest and was found guilty of OVI first offense and speeding.

John Ohler, 34, Clinton, Pa., was fined $250 for driving under suspension and unauthorized plate.

David Sweet, 32, Cortland, was fined $150 for speeding.

Shannon Thrasher, 37, Blakely Street, East Liverpool, was fined $100 unauthorized plate.

Alexander Dickey, 31, North Lima, was fined $100 for unsafe vehicle, amended from speeding.

A pretrial was set July 8 for Lisa Nicklash, 58, Lake Knoll Drive, Lisbon, charged with driving while texting.

Marques Jackson, 47, Canton, was fined $225 for driving under suspension and expired plate.

A pretrial was set July 9 for Michael Kassander, 31, Warren, charged with driving under suspension and speeding.

A pretrial was set June 13 for Rebeckah Pirl, 28, Longs Church Road, East Liverpool, charged with speeding.

A pretrial was set July 8 for Barbara Burgess, 68, Beaver Falls, Pa., charged with speeding.

Steven Spencer, 32, Butcher Road, Salem, was fined $175 for assured clear distance and distracted driving.
