York police officer accused of sexual violence against 13-month-old
TONIGHT. MCKENNA. TONIGHT, CUGINI IS IN CUSTODY WITH PENNSYLVANIA STATE POLICE SAYING THE CRIMES TOOK PLACE BETWEEN THURSDAY AND MONDAY IN ELIZABETHVILLE, DAUPHIN COUNTY AND SPRINGETTSBURY TOWNSHIP, YORK COUNTY. SO LET’S GO OVER WHAT WE KNOW SO FAR. THE INVESTIGATION BEGAN WHEN POLICE RECEIVED A REPORT OF A CHILD WITH SEVERE BRUISING. THAT GIRL WAS THEN TAKEN TO THE HOSPITAL, WHERE LAW ENFORCEMENT AND MEDICAL PROFESSIONALS DETERMINED SHE ALSO SUFFERED A BROKEN BONES AND WAS THE VICTIM OF SEXUAL VIOLENCE. AS FOR THE SUSPECT, YORK CITY WEBSITE REPORTS THAT CUGINI WAS WORKING FOR THE 911 CENTER IN YORK BEFORE BECOMING A PROBATIONARY OFFICER IN 2023. IN RESPONSE TO KUJAN’S ARREST, THE YORK CITY POLICE COMMISSIONER RELEASED A STATEMENT SAYING, IN PART, AS EVERYONE KNOWS, I WILL ALWAYS BE THE FIRST TO FIGHT AND ADVOCATE FOR OUR PEOPLE, BUT THEY ALSO KNOW ONE HOW I FEEL ABOUT KIDS AND TWO, THAT I HOLD MY OFFICERS TO THE HIGHEST OF STANDARDS WHEN IT COMES TO REPRESENTING THE DEPARTMENT AND ENGAGING WITH THE COMMUNITY. AND IF THESE ALLEGATIONS ARE FOUNDED, TRUST AND BELIEVE. I’LL BE THE FIRST TO TAKE SWIFT AND DEFINITIVE ACTION AGAINST THEM. A York County man is accused of sexually abusing a 13-month-old girl, causing multiple injuries.Steven Cugini, 28, was arrested Tuesday.News 8 has learned he's an officer with the York Police Department. Commissioner Michael Muldrow said Cugini has been suspended while the investigation continues.Pennsylvania State Police said the crimes happened between Thursday and Monday at locations in Elizabethville, Dauphin County, and Springettsbury Township, York County.Troopers started investigating when they got a report of severe bruising to the girl.The child was taken to a hospital, and the injuries were reviewed by medical professionals, the Dauphin County Child Abuse Team and state police.State police said the investigation determined the victim suffered broken bones and severe bruising, and she was the victim of sexual violence.Muldrow said in a statement, "As everyone knows, I will always be the first to fight and advocate for our people; but they also know (1) how I feel about kids, and (2) that I hold my Officers to the highest of standards (when it comes to representing this Department and engaging with the community)... And if these allegations are founded, trust and believe I'll be the first to take swift and definitive action against them."
