Charge reduced for ex corrections officer accused of indecent contact with inmate

A York County Prison corrections officer who was previously charged with having indecent contact with an inmate while being off duty has had the charge withdrawn and replaced with one count of open lewdness.

Jennifer Claybaugh, 37, who is no longer an employee of the prison, sat before Magisterial District Judge Barry Bloss Jr. on Tuesday as the commonwealth dropped her felony charge.

According to Springettsbury Township Police, Claybaugh was assigned to the work release section of the jail, where she later developed a romantic relationship with an inmate housed in the work release section.

The two met had multiple times in the parking lot of his employer, a local bakery, while he was on work release and she was off duty during the summer of 2023, according to charging documents.

Police allege the inmate had sexual contact with the corrections officer.

Court documents state that the inmate told investigators that the relationship began while he was in prison and that he did not know her prior to his incarceration. Claybaugh expressed to investigators that the interaction "was like any other relationship."

Her formal arraignment is scheduled for May 5 before Judge Amber Kraft.
