The error was caused by the fact that the township's 1st Precinct is split between two congressional districts, the 10th and the 11th. The printer inadvertently sent the wrong ballot to voters in the precinct, swapping ballots meant for the 10th District with those meant for the 11th, according to the elections office. The issue affected all absentee and mail-in ballots, regardless of political party.

The elections office has canceled the erroneous ballots to make sure they cannot be counted.

"The York County Office of Elections and Voter Registration strives for 100 percent accuracy in theadministration of elections and regrets any confusion or inconvenience that this error may havecaused these 166 impacted voters," the news release states. "The county is working with its printing vendor to identify what may have caused the error so that it can be prevented from occurring again."
