Two West Virginia men are suspected of stealing more than $65,000 worth of metal piping from a Frederick County industrial equipment supplier over a four-month period from Nov. 26 through March.

Jeffrey Brown and Christopher Wayne Haupt allegedly went to Virginia Riggers Inc., located at 103 Riggers Drive near Winchester, 22 times, according to a criminal complaint written by Frederick County Sheriff’s Office Deputy Blake Armstrong. On each of these visits, $3,000 worth of metal material was stolen from the supplier, he wrote.

On March 22, the two suspects allegedly stole piping from Virginia Riggers that contained a GPS tracker. When authorities tracked them down to a location in Jefferson County, West Virginia, the men confessed to stealing from the supplier multiple times, according to Armstrong.

Haupt, 42, was taken into custody by the Jefferson County Sheriff’s Office that same day and charged in the Magistrate Court of Jefferson County with one felony count of bringing stolen property into West Virginia. He has been held at the Eastern Regional Jail in Martinsburg, West Virginia, since his arrest. He has pleaded not guilty to the charge.

Frederick County Sheriff’s Office spokesman Lt. Warren Gosnell said there could be additional charges against Haupt in Frederick County as well.

Brown was also arrested on March 22 in West Virginia but had to be released from jail before he could be formally charged in Frederick County

“Brown was arrested by West Virginia authorities on the day of his confession of stolen goods,” Gosnell said. “Once released from that incarceration, Brown was then arrested on charges in Virginia for those larcenies committed in Frederick County.”

Brown, 30, of Kearneysville, West Virginia, was arrested on Monday and charged with 22 felony counts of grand larceny in Frederick County General District Court.

Gosnell said the duo had been stealing the piping to sell as scrap metal in West Virginia.

Brown was also charged in Frederick County Juvenile and Domestic Relations Court with 44 misdemeanor counts of contributing to the delinquency of a minor.

According to Armstrong’s complaint, Brown brought along his two children, 3 and 5 years old, on each of the 22 visits to the supplier.

Brown is currently being held without bond at the Northwestern Regional Adult Detention Center near Winchester. He is scheduled to appear June 18 in Frederick County General District Court.
