A news release from the U.S. Attorney’s Office for the Central District of Illinois described Dial as directing “the sexual abuse of three minors, including a 2-year-old child, and ordered that the abuse be recorded.” One of the child victims had testified in court about the trauma he suffered in the sexual abuse done to him “at the order of Dial.”
During sentencing, Judge Colin S. Bruce told the defendant his horrific acts had destroyed the lives of his victims, and described the case as one of the very worst to come before him.
Commenting after the sentencing, U.S. Attorney Gregory K. Harris, said: “The acts by this defendant are beyond comprehension.
“We commend the complex work done locally and abroad by the dedicated law enforcement agencies involved in the investigation.”
The uncovering and investigation of Dial’s crimes involved the FBI with the assistance of the Philippine National Police.
“From Decatur, Illinois to the Philippines, the FBI’s extensive reach delivered justice to children who were victims of one of the worst child sexual abuse cases we have seen in some time,” said FBI Springfield Office Special Agent in Charge, David Nanz.
