Prosecutors allege a 29-year-old Hillsboro man sexually assaulted an unconscious woman for half an hour at a TriMet station in 2023, court records show.
Eduardo Guillermo Madrid-Roque faces 11 potential charges, including sexual abuse in the first degree.
Prosecutors say the victim, a 63-year-old woman, had wine on a flight to Portland that, because of prescription medication she had just begun taking, caused “her intoxication level to be higher than expected.”
Security-camera footage shows the woman at the Hillsboro Central Transit Center at about 8 p.m. on June 14, 2023. She sat down, appearing “visibly impaired,” took off her pants and then sprawled on the sidewalk, according to court documents.
She remained there, “entirely incoherent,” for a long period, prosecutors say. Madrid-Roque appeared on the footage at about 9:15 p.m., getting off a bus, prosecutors report in a motion for preventative detention.
After the other bus passengers left the station, Madrid-Roque assaulted the unconscious woman with his hands for about 30 minutes and masturbated in public, prosecutors allege. On three occasions, he allegedly paused the assault when other people arrived at the station.
Transit police found the victim on the sidewalk about an hour later and took her to a hospital. The next day she had no recollection of the assault, prosecutors state. Police collected DNA evidence from her clothing.
Madrid-Roque was convicted of assault in the fourth degree in both 2014 and 2016 for punching his girlfriend at the time, court documents state.
He also was separately convicted of public indecency in 2014 after being spotted masturbating in a Target parking lot, according to court documents.
Records show Madrid-Roque is in custody at the Washington County Jail.
