There is a big difference between tornado watches and warnings. A watch means most of the ingredients are in place, and a warning means the storm is happening.

There was a Tornado Warning on Sunday, April 7 in Lincoln County. Then Tuesday the 16th, Union County had a Tornado Warning with tornadoes spotted in several warnings in Iowa and Minnesota.
