Dr. Kelly Schwartzenburg Cannon and Bianca Glueck have been hired to lead the new perinatal mental health unit at Woman’s Hospital.

Cannon will serve as director of inpatient perinatal psychiatry. She has more than 12 years of experience, most recently as an attending inpatient psychiatrist at Our Lady of the Lake Regional Medical Center. Cannon specializes in providing psychiatric care for maternity and postpartum patients.

She earned her medical degree from LSU Health Science Center in Shreveport and completed her residency at LSU Health Science Center/Ochsner New Orleans.

Glueck will be the clinical director. She has more than 12 years of experience in direct nursing care and administrative oversight. Glueck previously served as assistant director of nursing and director of quality for Oceans Behavioral Health Hospital.

She earned an associate's in nursing from Baton Rouge Community College, a bachelor's in nursing and a master's in nursing, both from Capella University.

The prenatal mental health unit is scheduled to open in September.

Ryan Stoa and Del Wright Jr. will join the faculty of the LSU Paul M. Hebert Law Center in the fall semester.

Stoa is an environmental, natural resources and cannabis law scholar. He has been a faculty member of the Southern University Law Center since 2020 and previously taught at Concordia University School of Law and Florida International University College of Law.

He earned his undergraduate degree from McGill University in Quebec and his law degree from Duke Law School.

Wright is a former U.S. Department of Justice prosecutor with the Tax Division and legal scholar whose research focuses on crypto and the regulation of blockchain technologies. He will serve as the Vinson & Elkins Endowed Professor of Law.

Wright has taught at Valparaiso University Law School and the University of Missouri-Kansas City Law School.

He earned a bachelor's from the University of Maryland, a master's in public policy from Harvard University and a law degree from the University of Chicago Law School. Wright is a former member of the U.S. Marine Corps Reserve.

Courtney Phillips has been named vice president of health affairs and chief health officer for LSU.

She will focus on building collaborations and maximizing opportunities to improve health care in Louisiana

Phillips spent nearly 16 years working for the Louisiana Department of Health, most recently as secretary of the agency. In previous roles, she served as executive commissioner of the Texas Health and Human Services Commission and as CEO of the Nebraska Department of Health and Human Services.

She earned a bachelor's degree in kinesiology and master's degree in public administration, both from LSU, and a doctorate in public policy, with a focus on health care and education, from Southern University.

Andy Barganier was hired as a project manager.

Hunter Winn was promoted from assistant superintendent to project superintendent.

Jack Altman was promoted from assistant estimator to estimator.

Jake Rando was promoted from project engineer to assistant superintendent.

Sam Miester was promoted from project engineer to assistant project manager.

Around Louisiana 

Jerry Knight has been named vice president of project services at Performance Energy Services, a Danos company.

Knight will oversee the company’s construction, project management, rope access, scaffolding, coatings and coastal restoration service lines.

He has more than 30 years of experience in the energy industry, with Williams and Occidental Chemical Corp. Knight was hired by Danos in 2021 as general manager of project services.

He earned a bachelor's in electrical engineering from LSU.

Vic Lafont will retire as CEO of the South Louisiana Economic Council at the end of the year.

Lafont has led the Thibodaux-based economic development organization for more than three decades. He led the council and its constituents through multiple economic challenges, including significant downturns and natural disasters.

Christy Zeringue, the current chief operating officer, will succeed Lafont as CEO.

The SLEC supports economic development in Assumption, Lafourche, St. Mary and Terrebonne parishes.
