The Recommended Plan, according to the USACE, will be sent to the Army Corps Chief of Engineers for final review. If approved, the plan would then be submitted to Congress for project authorization.

USACE officials said the final review will incorporate changes from the draft report released in the summer of 2023 and include changes to new cost estimates with a new benefit-to-cost ratio and removal of the Mile Branch channel improvements in Covington.

The new cost of the project increased from $4 billion to $5.9 billion due to an increase in contingencies applied to construction costs. The update in cost also reflects uncertainties at the site such as soil conditions.
