Modern installing new fence at Lewiston landfill

Apr. 6—Driving along Porter Center Road, drivers can see 50-foot wooden poles installed, waiting for something to hang from them.

Modern Landfill plans on building a 40-foot tall, 850-feet-long litter fence along the road's edge, replacing an existing fence.

CEO and President Michael McInerney said it would prevent any garbage at the landfill from being blown away. A misting system is also being implemented to prevent any smells from leaving the site as well.

"As the landfill develops and gets closer to property lines, we want to have safeguards in place, prevent anything like that from happening," McInerney said, adding that trash blowing away onto neighboring properties has not been an issue.

A memorandum Modern sent to the Town of Lewiston said as part of the fence, netting material would be installed from the ground to 40 feet high preventing any litter from blowing away. Screening material would go up 32 feet high to obscure the landfill's operations.

The odor control system will be housed in a storage container with 4-inch pipes installed along the top of the fence to distribute. It will be powered by existing Modern-owned power lines.

The fence is along a buffer zone on the landfill site, between areas managed by a Town of Lewiston site plan and by the state Department of Environmental Conservation. It is not called out for in the site permits the landfill operates under.

Due to this, there is a question of whether that area is regulated by the town or by the DEC. At the most recent Lewiston Town Board meeting, the town council members voted to refer this to the Niagara County Planning Board so they can get clarification on it.

McInerney said construction would only take 30 days and they want to get it fully built later this spring.
