A driver of a stolen pickup truck fled a crash involving three vehicles in Sparrows Point, led officers on a slow-speed pursuit and ran off into Baltimore City, SkyTeam 11 reported Thursday afternoon.
SkyTeam 11 video showed several Baltimore County police vehicles following a pickup truck that had heavy damage to the front-right corner. SkyTeam 11 reported that a pursuit began shortly after 4 p.m. after a hit-and-run crash at North Point Boulevard and Sparrows Point Road.
The incident moved to the outer loop of the Beltway, which police shut down as the incident was underway. As of 4:30 p.m., the driver exited the beltway onto North Point Boulevard headed toward the city. Police deployed stop sticks in an effort to disable the vehicle.
SkyTeam 11 reported the driver was traveling at very slow speeds, and at times, sped up.
"If you're wondering why the police did not try to utilize a pit maneuver or intervene with the ongoing slow pursuit of this vehicle, it's because the vehicle wasn't wanted for a homicide or something of a major incident," SkyTeam 11 Capt. Roy Taylor said. "They could tell just by the way the operator was operating the vehicle that it was an impaired or deranged individual, so all they wanted to do was keep the citizens safe."

SkyTeam 11 video showed county police stopped following the truck upon its entrance into Baltimore City, where the driver pulled into the parking lot of the Gold Club, got out and walked toward Pulaski Highway.
SkyTeam 11 video showed the driver walking through neighborhoods in northeast Baltimore before she ended up at a tent encampment, where police officers took her into custody around 4:39 p.m.
Baltimore County police said they had to establish radio communication with city police of the events taking place, and with the help of SkyTeam 11, officers found the driver.
County police on Friday identified the driver as Gina Flannelly, 44, who was charged with unlawful theft of a motor vehicle, failure to obey a lawful order and other traffic-related charges.
