WE’RE ABSOLUTELY ASHLEY AND KAI AND THAT ENTIRE CHASE ESSENTIALLY WAS CAUGHT BY SKY TEAM 11. BALTIMORE’S ONLY NEWS CHOPPER. OUR CAPTAIN, ROY TAYLOR, AS WELL AS OUR PHOTOJOURNALIST, SAY THEY SAW A BLACK PICKUP TRUCK HIT SEVERAL VEHICLES. AND THAT’S WHEN BALTIMORE COUNTY POLICE BEGAN A LONG AND AT TIMES VERY SLOW CHASE. WELL, THIS PICKUP TRUCK THAT YOU SEE IN THE FRONT ENDED UP CRASHING INTO SEVERAL VEHICLES AROUND SPARROWS POINT ROAD AROUND 4 P.M. THESE WERE THE FIRST MOMENTS OF WHAT BECAME AN ALMOST HALF HOUR POLICE CHASE. PILOT OF SKY TEAM 11, CAPTAIN ROY TAYLOR, WHO WAS A FORMER LAW ENFORCEMENT OFFICER, FOLLOWED THE CHASE AFTER THAT HIT AND RUN, WHICH STARTED ON THE BELTWAY NEAR DUNDALK AND ENDED UP IN EAST BALTIMORE. SEVERAL CRUISERS FOLLOWED CLOSE BEHIND WITH THEIR LIGHTS ON AS THE DRIVER KEPT GOING WITH A FLAT TIRE. HOLD ON, THEY JUST HIT HIT HER WITH STOP STICKS. NOT EVEN THOSE STOP STICKS WOULD END THIS CHASE, THOUGH. AT TIMES THE SPEED SLOWED TO A CRAWL. IF YOU’RE WONDERING WHY THE POLICE DID NOT TRY TO EITHER UTILIZE A PIT MANEUVER OR INTERVENE WITH THE ONGOING SLOW PURSUIT OF THIS VEHICLE, IT’S BECAUSE THE VEHICLE WASN’T WANTED FOR A HOMICIDE OR SOMETHING OF A MAJOR INCIDENT, AND THEY COULD TELL JUST BY THE WAY THE OPERATOR WAS OPERATING THE VEHICLE THAT IT WAS AN IMPAIRED OR DERANGED INDIVIDUAL. SO ALL THEY WANTED TO DO WAS KEEP THE CITIZENS SAFE. THE DRIVER EVENTUALLY DITCHED THE VEHICLE AFTER CROSSING INTO THE CITY. SHE’S GETTING OUT OF THE VEHICLE, WALKING OUT OF THE VEHICLE, WALKING IN TOWARDS PULASKI HIGHWAY. WE CAN SEE HER WALK TOWARDS THE ARMISTEAD GARDENS NEIGHBORHOOD INTO WHAT APPEARS TO BE A HOMELESS ENCAMPMENT WHERE SHE TRIES TO HIDE UNDER A TARP. SHE WAS ON FOOT FOR MORE THAN THREE MINUTES BEFORE CITY POLICE TOOK HER INTO CUSTODY. CAPTAIN ROY SAYS IT’S BECAUSE SHE CROSSED THE CITY COUNTY LINE NOW. CITY POLICE WERE NOTIFIED BECAUSE BALTIMORE COUNTY, ONCE IT REACHED THE BALTIMORE COUNTY BALTIMORE CITY LINE, THEY TERMINATED ANY TYPE OF FOLLOWING PURSUIT WHATSOEVER BECAUSE IT WAS NOW IN A DIFFERENT JURISDICTION. AND THEY NOTIFIED BALTIMORE CITY POLICE. AND CAPTAIN ROY ALSO ADDED THAT REALLY ONLY CERTAIN AGENCIES OR LAW ENFORCEMENT AGENCIES ARE AUTHORIZED TO UTILIZE A PIT MANEUVER OR SOMETHING OF THAT NATURE IN INTERVENING IN A PURSUIT OR CHASE. IT JUST DEPENDS ALSO, THOUGH, ON THE CIRCUMSTANCES OF THE SITUATION, AS HE KIND OF ADDRESSED THERE AS FOR THE WOMAN, WE STILL DO NOT HAVE HER NAME OR THE CHARGES YET THAT SHE COULD BE

A driver of a stolen pickup truck fled a crash involving three vehicles in Sparrows Point, led officers on a slow-speed pursuit and ran off into Baltimore City, SkyTeam 11 reported Thursday afternoon.SkyTeam 11 video showed several Baltimore County police vehicles following a pickup truck that had heavy damage to the front-right corner. SkyTeam 11 reported that a pursuit began shortly after 4 p.m. after a hit-and-run crash at North Point Boulevard and Sparrows Point Road.The incident moved to the outer loop of the Beltway, which police shut down as the incident was underway. As of 4:30 p.m., the driver exited the beltway onto North Point Boulevard headed toward the city. Police deployed stop sticks in an effort to disable the vehicle.SkyTeam 11 reported the driver was traveling at very slow speeds, and at times, sped up."If you're wondering why the police did not try to utilize a pit maneuver or intervene with the ongoing slow pursuit of this vehicle, it's because the vehicle wasn't wanted for a homicide or something of a major incident," SkyTeam 11 Capt. Roy Taylor said. SkyTeam 11 video showed county police stopped following the truck upon its entrance into Baltimore City, where the driver pulled into the parking lot of the Gold Club, got out and walked toward Pulaski Highway.

SkyTeam 11 video showed the driver walking through neighborhoods in northeast Baltimore before she ended up at a tent encampment, where police officers took her into custody around 4:39 p.m.
