Senior City of Tshwane employees accused of flouting processes to award the Rooiwal wastewater treatment plant tender to companies linked to controversial businessman Edwin Sodi were found not guilty on most charges after a disciplinary hearing.
In 2019, Sodi's company, Blackhead Consulting, was part of a joint venture with two other companies - CMS and NJR - who were awarded a R290-million tender to upgrade the dilapidated Rooiwal.
News24 previously reported that the contract was terminated in 2022 for poor performance and that a forensic investigation by Ligwa Advisory Services found the tender had been awarded irregularly.
