The U.S. Federal Trade Commission voted Tuesday to adopt a near-total ban on non-compete provisions that prohibit workers from switching jobs within an industry, a rule the Chamber of Commerce vowed to immediately challenge in court.

The high-stakes legal showdown comes three years after President Joseph Biden signed an executive order encouraging the FTC to limit non-compete agreements, which affect roughly one in five Americans.

Arkansas is set to replace the statues of two obscure figures from its history that have represented the state at the U.S. Capitol with contemporary figures. A statue depicting civil rights leader Daisy Bates is scheduled to be installed at the Capitol this week and another depicting singer Johnny Cash is expected to go up later this year. A 2019 law calls for new statues to replace the two others depicting 18th and 19th century figures few people knew. Bates mentored the nine Black students who desegregated Little Rock Central High School in 1957. Cash sold 90 million records worldwide spanning country, rock, blues, folk and gospel.

The Israeli army has told Palestinians to begin evacuating eastern Rafah, according to an Israeli Defense Force statement on Monday, signaling that a ground invasion is imminent. People were told to move to Muwasi, an Israeli-declared humanitarian area near the coast. The army said it had expanded assistance into the area, including field hospitals, tents, food and water. The announcement comes amid fragile cease-fire talks and ahead of a highly anticipated ground offensive that Israel has been vowing to undertake for months to weed out the remaining Hamas militants. On Sunday, Defense Minister Yoav Gallant claimed Hamas wasn’t serious about a deal and warned of “a powerful operation in the very near future in Rafah.”

Chinese leader Xi Jinping will spend the bulk of his five-day tour in Europe this week in two small countries at the continent’s eastern half. It's a region Beijing has used as a foothold for its expanding economic ambitions in Europe. Xi first stops in Paris on Monday and then he will travel to Hungary and Serbia. The two nations have autocratic leaders that are seen as China-friendly and close to Russian President Vladimir Putin. Mainstream European leaders have pursued more protectionist policies to limit Beijing and Moscow’s reach on the continent. But the governments of Viktor Orbán of Hungary and Aleksandar Vucic of Serbia have vigorously courted economic ties with China.

Asian shares are mostly higher after Wall Street ended Friday with the best day for the stock market in over two months. The rally late last week was backed by the cooler-than-expected U.S. employment data. For markets that was a welcome sign that the Federal Reserve's efforts to fight inflation by slowing the economy with high interest rates might be making some progress. The S&P 500 rose 1.3% Friday, its biggest gain since February. The Dow Jones Industrial Average rose 1.2%. and the Nasdaq composite climbed 2%. U.S. employers added 175,000 jobs last month, down sharply from a big increase in March.

Floodwaters have closed some Texas schools after days of heavy rains pummeled the Houston area and left hundreds of people in need of rescue. Authorities say a 5-year-old boy died after riding in a car that was swept away in fast waters. Forecasters expect storms to begin tapering off in southeastern Texas on Monday. But high waters have closed some roads and left residents facing lengthy cleanups in neighborhoods where rising river levels led to weekend evacuation orders. Houston is one of the most flood-prone metro areas in the country. Hurricane Harvey in 2017 dumped historic rainfall that flooded thousands of homes and resulted in more than 60,000 rescues.

French President Emmanuel Macron is welcoming China's Xi Jinping for a two-day state visit to France. He is seeking to press Xi to use his influence on Moscow to move toward ending the war in Ukraine. Both leaders are also expected to discuss trade issues. Macron recently denounced trade practices of both China and the U.S. as shoring up protections and subsides while Europe’s industry remains open and is stuck in overregulation. The state visit marks the 60th anniversary of diplomatic relations between the countries and follows Macron’s trip to China in 2023. After his stop in France, Xi will head to Serbia and Hungary.

Prosecutors in Donald Trump’s hush money trial are moving deeper into his orbit following an inside-the-room account about the former president’s reaction to a politically damaging recording that surfaced in the final weeks of the 2016 campaign. Hope Hicks is a former White House official and by far the closest Trump associate to have taken the witness stand so far in Manhattan. Her testimony was designed to give jurors an insider’s view of a chaotic and pivotal stretch in the campaign, when a 2005 recording showing him talking about grabbing women without their permission was made public. Testimony resumes Monday as prosecutors get closer to calling their star witness and Trump's former lawyer and fixer, Michael Cohen.

A top Florida public school attributes its students’ high test scores to the creativity its teachers are allowed in the classroom. Nationally, most teachers report feeling stressed and overwhelmed at work, according to a Pew Research Center survey of teachers last fall. Waning job satisfaction has accompanied a decline in teachers’ sense of autonomy, according to another recent study. But at A.D. Henderson School in Boca Raton, teachers there are expected to be creative, and it works. They’ve created classes that teach medicine, aeronautics and robotics. Europe’s Airbus had established a clear sales lead over Boeing even before the American company encountered more fallout from manufacturing troubles and ongoing safety concerns. Airbus has outpaced Boeing for five straight years in plane orders and deliveries. And now Boeing is facing a government-mandated production cap on its best-selling plane. Yet aviation analysts say the European company is unlikely to extend its advantage much further despite having customers clamoring for more commercial aircraft. That's because Airbus already is making planes as fast as it can and is sold out for the rest of the decade. Manufacturing constraints at both companies are bad news for travelers as well as airlines.

A federal lawsuit challenging North Carolina’s photo voter identification law is going to trial. The trial starting Monday begins more than five years after the NAACP sued over the voter ID law enacted by the Republican-dominated General Assembly. The litigation and similar state lawsuits delayed implementation of the requirement until last fall. The plaintiffs say the law violates the U.S. Constitution and Voting Rights Act and harms Black and Latino voters. Republican lawmakers defending the law say there are many more qualifying IDs compared with a 2013 voter ID law that was struck down. The trial could last several days, and no immediate ruling is expected.
