COLCHESTER, Conn. (WTNH) — The Connecticut Office of the Inspector General released its preliminary report and body camera footage Wednesday of last week’s officer-involved shooting in Colchester.

Officers responded to a report of a possible disturbance around 6:17 p.m. at 759 Norwich Ave. When police arrived on the scene, they spoke to a second-floor tenant who said their landlord, identified as 33-year-old Jared Billard, had been acting erratically since the afternoon.

The tenant said Billard had come outside to grill earlier and left it unattended. He then came back out later on and became confrontational with the tenant and allegedly began pushing them and displaying throwing knives.

Officers then entered the basement apartment where Billard lives and began speaking to him. While officers were speaking with Billard, they heard him rack the slide of a pump action shotgun, according to the report.

Billard then continued by saying, “Here we go; this is you; this ain’t me,” and came from behind the basement door and pointed his gun toward Officer Wassef. The officer then fired one round, striking Billard.

Billard was transported to Backnus Hospital in Norwich, where he was later pronounced dead.

Multiple agencies, including the Office of Inspector General, Department of Emergency Services and Public Protection, are investigating the shooting.
